October 14, 2025 Common Council meeting was called to order by Mayor TeStrake at 7:04 p.m., in the Council Chambers, City Hall. PRESENT: Mike Feirer, Natasha Tompkins, Brian Varsho, Scott Koran, Jen Delis, Brian Giles, Rebecca Spiros, Mike O'Reilly and Andrew Reigel (via Zoom, joined at 7:36 p.m.). ABSENT: Derek Wehrman The flag was saluted and the pledge given. IDENTIFY POSSIBLE CONFLICTS OF INTEREST • None CITIZEN COMMENTS • Matt McLean, 609 N. Hume Avenue, Visit Marshfield, Maple Fall Fest experienced a record year. Thank you to all the volunteers. McLean recently met with 3 sports planners interested in bringing events to Marshfield. Motion carried CC25-184 Motion by Feirer, second by Delis to approve framework for membership on RFQ Selection Team – Weinbrenner redevelopment project as presented (Mayor, 2 Council members, 2 CDA members, City Administrator, Economic Development Consultant, Main Street Marshfield Representative, member of development community). Mr. Reigel joined the meeting at 7:36 p.m. He did not participate in the discussion or vote on CC25-184 or CC25-185. CC25-185 Motion by Koran, second by Spiros to amend CC25-184 to remove the Main Street Marshfield representative and replace with an additional Council member. Roll call vote; Ayes – 7, Nays – 1 (Tompkins) Motion carried Vote on CC25-184 as amended. Roll call vote; All ayes. Motion carried Future Agenda Items • Alderperson Tompkins requested the following: o Report from Parks & Recreation on various parks that may need to be retired or equipment replaced. o Report from Finance, Budget & Personnel Committee on possible consulting contract with MACCI on fee-based services. o List of specific activities and job duties Community Development Director would be expected to perform. • Alderperson Spiros requested a report from Dale Christiansen on the 2025 Central Wisconsin State Fair. CC25-186 Motion by Delis, second by O'Reilly to adjourn to closed session under Wisconsin Statutes Chapter 19.85(1)(e), "Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session." • Development assistance for project at Frey Court off Veteran's Parkway • Development agreement for project located in Mill Creek Business Park • Development agreement for project at West McMillan Street/St. Joseph's Avenue • Request for extension of time to construct on property located in Daniel's Addition • Possible new tourism agreement with Visit Marshfield Roll call vote; all ayes.
