Notice To Bidders
Notice is hereby given that the Evansville-Vanderburgh County Building Authority, hereinafter referred to as the EVCBA, will receive sealed bid packets to provide and install a cooling tower at the Vanderburgh County Jail.
Bids must include all installation and start-up costs, including, but not limited to, training of staff, additional piping, structural steel, seismic bracing, electrical connections, disposal of debris and warranty of equipment and labor as well as any other installation related costs. Bids shall include all work and materials as per drawings by Hafer dated September 2025, titled “Cooling Tower Replacement”. Drawings are available from Reprographics.
Bids shall have the following alternates included:
Alternate #1: Stainless steel water basins – Hot & Cold
A Pre-Bid Conference and Facility Tour shall be held at 9:00 am local time on Thursday, November 6, 2025, at the Vanderburgh Conty Jail, 3500 N Harlan Avenue, Evansville, IN 47711; meet at the Loading Dock.
Each bidder is responsible for inspecting the Project site and for reading and being thoroughly familiar with the specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.
Bids shall be accepted until 11:00 am, local time, Tuesday, November 25, 2025. Sealed bids may be submitted until the listed time and date in opaque envelopes to:

Bids received after such hour will be returned unopened. Sealed bids may be submitted until the listed time and date in a sealed opaque envelope properly marked with the name, place of business, phone number, and license number of the Bidder and bear the following:

Public bid opening shall be held at the Evansville-Vanderburgh County Building Authority Office, 1 NW M.L. King Jr Blvd, Civic Center Complex, Room 317 Administration Building, Evansville, Indiana 47708 on Tuesday, November 25, 2025, at Noon. Bids received by the specified Bid Time shall be opened and publicly read shortly following receipt of bids.
Bids shall be properly executed on bid forms including Standard Questionnaire Form 96 (Current Edition) and Supplemental Bid Proposal Form (Attachment for Form No. 96). Bidders shall submit financial data as recent as possible and in no event more than 90 days old. Please identify any sub-contractors for this project.
Each proposal shall be accompanied by an acceptable Bid Security in the form indicated herein made payable to the Evansville-Vanderburgh County Building Authority, in a sum of not less than five percent (5%) of the total amount of the highest aggregate proposal, which will be held by the Owner as evidence that the bidder will, if awarded the contract, enter into the same with owner upon notification from him to do so within ten (10) days of said notification. Bid bonds shall be executed by the Bidder and surety company approved by the Owner and qualified to do business in the State of Indiana.
Each bidder shall include in his proposal the cost of an acceptable form of Performance and Payment Bond in the amount of 100% of the Contract Sum. The bond shall be executed by the Bidder and by a surety company with an A.M. Best rating of A- or better, approved by the Owner and qualified to do business in the State of Indiana. Bond shall be made payable to the Evansville-Vanderburgh County Building Authority.
No bidder may withdraw their proposal within a period of sixty (60) days following the date set for receiving bids. Bidder forfeits bid security upon withdrawing bid.
A conditional or qualified Bid will not be accepted. Aware will be made to the most responsive and responsible bidder in accordance with State public bidding laws.

Final day for questions submitted to the General Manager is five (5) business days prior to the receipt of bids. All questions will be answered to all registered prospective bidders in a final addendum to be released not later than three (3) business days prior to receipt of bids.
It is intended that actual construction of all work divisions shall be started as soon as practicable, and each bidder shall be prepared to enter promptly into a construction contract, furnish a Performance and Payment Bond, and proof of insurance, and begin work without delay in the event the award is made to him. Bidders will be expected to begin work after notice to proceed and complete work in accordance with agreed upon schedule.
All applicable laws, ordinances and rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the project throughout.
