Minutes of the Roland City Council Regular Session Wednesday, Meeting November 5, 2025 Note: The following are unofficial until they are approved by the City Council at the next council meeting. The Roland City Council met in regular session on Wednesday, November 5, 2025. The meeting was held at 6:00 pm at Roland City Hall with Mayor Kurtis Bower presiding. Council Members' Present: Jonathan Kepley, Aaron Burres, Doug Sargent, Curtis Kentner. Council Member Riley Larson was absent Staff Present: City Clerk Mellisa Mattingly,and Public Works Supervisor Dalton Johnston. There were also 13 visitors from the public. Mayor led in the Pledge of Allegiance A motion was made by Sargent and seconded by Kentner to approve the consent agenda for this meeting which included Agenda for November 5, 2025, Minutes from October 15, 2025, Regular Council Meeting, Minutes for October 23 Training and Claims for November 5, 2025, in the amount of $235,910.83. All in favor. Motion Carried. A motion was made by Kentner and seconded by Kepley to go into closed session under Iowa Code 21.5 (1) (c) (j) To discuss the purchase of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property. Roll Call Vote: Aye: Burres, Sargent, Kentner, Kepley. Nay: None. Absent: Larson. Abstain: None. Motion Carried. Time went into closed session was 6:02pm. A motion was made by Kentner and seconded by Sargent to come out of closed session at 6:24 pm. Roll Call Vote: Aye: Sargent, Kentner, Kepley, Burres. Nay: None. Absent: Larson. Abstain: None. Motion Carried. Open Forum: Nothing. Sheriff's Report: They now have a full staff. The speed trailer is in town. Department Head Reports: Public Works Supervisor, and the City Clerk gave reports to the Mayor and City Council. No action was taken. A motion was made by Sargent and seconded by Kentner on passing a proclamation Mayor to declaring December 6, 2025, Salute to Services: Military, Veteran, and First Responders Suicide Awareness and Prevention Day. Roll Call Vote: Aye: Kepley, Burres, Sargent, Kentner. Nay: None. Absent: Larson. Abstain: None. Motion Carried. A motion was made by Burres and seconded by Kentner to explore the option on switching banks. More information is being gathered for next meeting. Roll Call Vote: Aye: Kepley, Burres, Sargent, Kentner. Nay: None. Absent: Larson. Abstain: None. Motion Carried. A motion was made by Sargent and seconded by Kentner to gather more information on what will help with traffic on Industrial Dr to the next meeting. A motion was made by Sargent and seconded by Kentner for the city to stay with Veenstra and Kimm as the City's building inspectors and city engineering firm. A motion was made by Burres and seconded by Kepley to have the city yard waste dump open 2 weekends a month for residents. Roll Call Vote: Aye: Sargent, Kentner, Kepley, Burres. Nay: None. Absent: Larson. Abstain: None. Motion Carried. A motion was made by Burres and seconded by Kentner to repeal Chapter 56 from the City Codes at the next meeting. Roll Call Vote: Aye: Kentner, Kepley, Burres, Sargent. Nay: None. Absent: Larson. Abstain: None. Motion Carried. A motion was made by Sargent and seconded by Kentner to approve the first reading of Ordinance 159 Amending Chapter 50 to add a section. Roll Call Vote: Aye: Kentner, Kepley, Burres, Sargent. Nay: None. Absent: Larson. Abstain: None. Motion Carried. A motion was made by Sargent and seconded by Kentner to approve waive the second and third readings of Ordinance 159 Amending Chapter 50 to add a section. Roll Call Vote: Aye: Kentner, Kepley, Burres, Sargent. Nay: None. Absent: Larson. Abstain: None. Motion Carried. A motion was made by Burres and seconded by Kentner to approve the final reading of Ordinance 159 Amending Chapter 50 to add a section. Roll Call Vote: Aye: Kepley, Burres, Sargent, Kentner. A motion was made by Kentner and seconded by Kepley to approve Resolution 25-43 A Resolution calling for amending the budget for FY25/26 Amendment #1 set for 11-19-25. Roll Call Vote: Aye: Burres, Sargent, Kentner, Kepley. Nay: None. Absent: Larson. Abstain: None. Motion Carried. A motion was made by Sargent and seconded by Kepley to approve Resolution 25-44 A Resolution to increase the wage of the public works employee #1 Justin Tarbill. Roll Call Vote: Aye: Kentner, Kepley, Burres, Sargent. Nay: None. Absent: Larson. Abstain: None. Motion Carried. Brenda Dryer talked to council about the letter from Keystone Equity Group and what the LMI & TIF things would look like. She also suggested doing an MOA (Memorandum of Agreement) between the City and Keystone before the development agreement is carried out to keep things moving forward. A motion was made by Burres and seconded by Sargent for Brenda Dryer to finish the LMI Relief Application and have the Mayor sign off. Roll Call Vote: Aye: Kentner, Kepley, Burres, Sargent. Nay: None. Absent: Larson. Abstain: None. Motion Carried. A Motion was made by Sargent and seconded by Kentner for Mellisa and Dalton to work with Brenda and Amy on the MOA (Memorandum of Agreement) and development agreement. Roll Call Vote: Aye: Kepley, Burres, Sargent, Kentner. Nay: None. Absent: Larson. Abstain: None. Motion Carried. A motion was made by Sargent and seconded by Kentner to approve Resolution 25-45 A Resolution on adopting a new employee handbook for the City of Roland. Roll Call Vote: Aye: Kepley, Burres, Sargent, Kentner. Nay: None. Absent: Larson. Abstain: None. Motion Carried. Open Forum: A resident asked some questions on what things meant that were on the agenda. Mayor and Council Reports/Comments: nothing Burres moved for the adjournment of the meeting at 7:52 pm seconded by Kentner. All in Favor. Motion Carried. The next regular meeting will be Wednesday November 19, 2025, at 6:00 pm at Roland City Hall.
