NEW YORK STATE DEPARTMENT OF ENVIRONMENTAL CONSERVATION  ADVERTISEMENT FOR BIDS Name of Project: DeBruce Environmental Education Camp Cafeteria & Crew Cabin, Town of Rockland, Sullivan County Contract No(s).: GC: D0000002, PC: D0000003, HVAC: D0000004, EC: D0000005 Project Description: Furnish all labor, materials, equipment, and supervision for the construction of one new cafeteria building and one new crew cabin. Work includes but is not limited to clearing and grubbing; construction of a new masonry cafeteria building and a new wood-framed crew cabin; paving, underground utilities, wastewater disposal systems and lift stations with associated general, plumbing, HVAC, electrical and sitework in accordance with the drawings and specifications. This phased project is separated Construction, Plumbing, Heating Ventilation and Air Conditioning, and Electrical Prime Contracts. There are required subcontracting provisions for General Contract, HVAC, Plumbing and Electrical Contracts. Sealed proposals will be received by the New York State Department of Environmental Conservation, Bureau of Procurement and Expenditure Services, 625 Broadway, 10th Floor, Albany, NY 12233-5027, until 11:00 a.m. on 12/17/2025. Drawings, specifications and proposal forms for this Project are available in electronic format at no charge. In accordance with State Finance Law §143, hard copies may be purchased for a fee of $25.00 from the Bureau of Design & Construction, 625 Broadway, 3rd Floor, Albany, NY 12233-5252. Individual checks for each project shall be made payable to the New York State Department of Environmental Conservation. Each proposal must be accompanied by a deposit or a Bid Bond Form 004313 in the amount of 5% of the bid. The Apparent Low Bidder will be required to submit a completed NEW YORK STATE VENDOR RESPONSIBILITY QUESTIONNAIRE FOR-PROFIT CONSTRUCTION (CCA-2) and M/WBE-EEO and SDVOB Utilization Plans within 24 hours and within five days, respectively, of being notified that they are the Apparent Low Bidder. Pursuant to State Finance Law, §§139-j and 139-k, this Invitation for Bid includes and imposes certain restrictions on communications between a Governmental Entity and an Offerer during the procurement process. There are maximum subcontracting limits as specified in the Supplemental Instructions to Bidders. In accordance with Labor Law, §220-h, all contractors’ employees shall be certified as having completed an OSHA 10 safety training course. The Department of Environmental Conservation reserves the right to reject any or all bids. The Successful Bidder on a single trade project with a bid over $50,000 and all Successful Bidders on multiple trade projects, will be required to furnish a Performance Surety Bond and a Labor and Materials Surety Bond, each for 100% of the amount of the contract, estimated to be between $4,000,000 and $5,250,000 for General Construction; $400,000 and $575,000 for Plumbing Construction; $100,000 and $150,000 for HVAC Construction; and, $375,000 and $525,000 for Electrical Construction.
