VILLAGE OF WHITEFISH BAY, WISCONSIN INVITATION TO BIDDERS PUBLIC LIBRARY ROOFTOP PHOTOVOLTAIC SOLAR SYSTEM PROJECT OWNER: The Village of Whitefish Bay, Wisconsin is soliciting bids for the installation of a new rooftop photovoltaic solar system on the Public Library located at 5420 N. Marlborough Boulevard, Whitefish Bay, Wisconsin 53217. DATE / TIME: Sealed proposals will be received by the Village of Whitefish Bay, Milwaukee County, Wisconsin, until Monday, December 8, 2025 @ 2:00 p.m. C.D.T., at the Whitefish Bay Village Hall, 5300 N Marlborough Dr, Whitefish Bay, Wisconsin 53217. Bid proposals will be publicly opened and read aloud at that time. Each bid proposal must be submitted on the bid/proposal forms provided in the Contract Documents and shall be enclosed in a sealed envelope identified as "Village of Whitefish Bay Public Library Rooftop Photovoltaic Solar System Project". The project consists of the design, procurement, furnishing, installation and commissioning of a fully functional rooftop photovoltaic solar system on the Public Library roof. Alternate #1 and Alternate #2 shall be bid on separately. Project includes all labor, equipment, materials and all work necessary to provide for a full, complete and correctly operating system. All bidders shall bid upon the forms provided. The Contract Documents require that the selected Contractor furnish a Certificate of Insurance and Payment and Performance Bonds. The Contractor is hereby notified that the Certificate of Insurance and Payment and Performance Bonds will be required to be issued in the amount of the bid and that the Village of Whitefish Bay reserves the right to enforce the conditions contained therein as it relates to the contract. STATUTORY PROVISIONS: 1. The contract letting shall be subject to the provisions of the Wisconsin Statutes, including Sections 61.55, 61.56, 62.15, 66.0901, 66.0903, 779.14 and 779.16. 2. Contractors and Subcontractors will comply with applicable Regional, State, and Federal requirements for wages. 3. "Qualification of Bidder" forms for the current year shall be on file with the Public Works Department on or before December 4, 2025 in accordance with Section 66.0903 of the Wisconsin State Statutes. BID GUARANTEE: Only those bids that are accompanied by a Bid Bond or unqualified certified check in an amount not less than five percent (5%) of the bid will be considered. The Bid Bond or certified check shall be issued in the applicable amount of the bid for the Village of Whitefish Bay. The bid bond or certified check serves as a guarantee that if the bid is accepted, the bidder will execute and file the agreement and a 100% Performance and Payment Bond within fifteen (15) days after the Notice of Award. In case the bidder fails to file such contract and bond within the time set forth, the certified check or Bid Bond shall be forfeited to the Village of Whitefish Bay as liquidated damages. BID WITHDRAWAL: No bid shall be withdrawn for a period of ninety (90) days after the bid opening date without the consent of the Village of Whitefish Bay. BID REJECTION: The Village of Whitefish Bay reserves the right to reject any or all bids, reserves the right to accept any bid most advantageous, or waive any technicality.
