THE WHITE PLAINS HOUSING AUTHORITY (WPHA) LOW RENTAL ASSISTANCE PROGRAM, WILL BE ACCEPTING PRE-APPLICATIONS FOR I BEDROOM AND 2 BEDROOM UNITS LOCATED AT THE WINBROOK SITE BUILDINGS (II FISHER AVENUE, 33 FISHER AVENUE AND 225 DR. MARTIN LUTHER KING JR. BLVD., WHITE PLAINS NY 10601).
PRE-APPLICATIONS WILL BE AVAILABLE AND MUST BE PICKED UP IN PERSON AT THE WPHA MANAGEMENT OFFICE ON DECEMBER 9, 2025, THROUGH DECEMBER 12, 2025, BETWEEN THE HOURS OF 9:00 AM TO 2:00 PM.

COMPLETED PRE-APPLICATIONS MUST BE RETURNED TO THE WPHA MANAGEMENT OFFICE EITHER BY MAIL (POSTMARKED NO LATER THAN DECEMBER 16, 2025) OR PLACED IN THE GREEN DROP BOX LOCATED AT THE MANAGEMENT OFFICE NEXT TO THE FRONT DOOR ENTRANCE NO LATER THAN 2:00 PM ON TUESDAY, DECEMBER 16, 2025.

• PRE-APPLICATIONS WILL NOT BE ACCEPTED VIA EMAIL, FAX OR AFTER 2:00 PM ON DECEMBER 16, 2025.
• ALL INFORMATION ON THE PRE-APPLICATION MUST BE COMPLETED, SIGNED AND SUBMITTED TO WPHA MANAGEMENT OFFICE NO LATER THAN 2:00 PM ON DECEMBER 16, 2025.
• SUBMIT ONLY ONE PRE-APPLICATION PER FAMILY; IF A FAMILY SUBMITS MORE THAN ONE PRE-APPLICATION, THE APPLICANT WILL BE DISQUALIFIED AND THE PRE-APPLICATION WILL NOT BE CONSIDERED FOR THE LOW RENTAL ASSISTANCE PROGRAM.
• FAILURE TO PROVIDE ANSWERS TO ALL QUESTIONS WILL RESULT IN A DISQUALIFICATION WITHOUT AN APPEAL.
APPLICANTS WHO NEED HELP COMPLETING THE PRE-APPPLICATION DUE TO DISABILITY CAN MAKE A REASONABLE ACCOMMODATION REQUEST BEFORE THE DEADLINE VIA TELEPHONE (914) 949-6462 EXT. #1010. AN APPOINTMENT TO RECEIVE NECESSARY ASSISTANCE IN COMPLETING THE PRE- APPLICATION WILL BE ARRANGED.
ALL SEALED PRE-APPLICATIONS RECEIVED DURING THIS PERIOD WILL BE OPENED, TIME AND DATE STAMPED.
THE WAITING LIST WILL BE STRUCTURED IN ACCORDANCE WITH HUD REGULATIONS AND THE ADMINISTRATIVE POLICY OF THE WPHA. A LETTER CONFIRMING RECEIPT OF THE PRE-APPLICATION WILL BE MAILED TO THE ADDRESS LISTED ON THE PRE-APPLICATION AFTER THE CLOSE OF THE WAITING LIST.
ELIGIBLE APPLICANTS MUST MEET ALL HUD'S REQUIREMENTS RELATING TO INCOME, CITIZENSHIP OR ELIGIBLE IMMIGRANT STATUS. IN ADDITION, ALL PERSONS ARE WELCOME TO APPLY; HOWEVER, PREFERENCE WILL BE GIVEN TO WHITE PLAINS AND WESTCHESTER COUNTY RESIDENTS AND PERSONS EMPLOYED WITHIN THE CITY OF WHITE PLAINS OR WESTCHESTER COUNTY.
