Minutes of the First Monthly Meeting of the Board of Commissioners of Consolidated Waterworks District No. 1, held November 3, 2025 at the District's Office, 8814 Main Street, Houma Louisiana.

There being a quorum present the meeting was called to order at 5:30 P.M., pursuant to proper notice in writing to each Board Member and posted in the manner required by law.
The meeting opened with a prayer led by Mr. Charles Brown, followed by the Pledge of Allegiance and Roll Call.
Upon motion by Mr. Troy Welch, and seconded by Mr. Dwayne Hornsby, the minutes of October 20, 2025 Regular Meeting were adopted as written.
Three calls were announced for anyone from the public wishing to address the Board. None
Ms. Rebekah Quinn, Executive Director for the Bayou Country Children's Museum, addressed the Board with a presentation of a proposed new exhibit, Bayou To Cup, that would demonstrate/teach museum visitors how water gets from Bayou Lafourche into homes for drinking. Ms. Quinn reported that she's met with TPCW staff to discuss possible sponsorship of the exhibit. The sponsorship would include $50,000 to construct and install the exhibit, plus $5,000 per year maintenance through 2031.
Mr. David Norman, Legal Advisor, reported that he's reviewed the possibility of sponsoring the Bayou To Cup exhibit. It is his opinion that TPCW sponsoring the exhibit is legal. After discussion, it was moved by Mr. Patrick Marcel, and seconded by Mr. Wilbert Thomas, to authorize TPCW sponsorship of the Bayou to Cup exhibit at the Bayou Country Children's Museum for a total of $75,000. The motion was unanimously adopted.
It was moved by Mr. Troy Welch, and seconded by Mr. Dwayne Hornsby, to authorize TPCW to enter into and have President sign a Subrecipient Agreement with TPCG for CDBB-DR Funding for Project CIP-08-25-01 Bayou Lafourche Pump Station, contingent upon review approval from legal. The motion was unanimously adopted.
Mr. Wilbert Thomas, Chairman of the Insurance Committee reported that as per his discussion with staff, the Group Health Insurance renewal with Blue Cross/Blue Shield (BCBS) for 2026 has a 9.5% premium increase. Ms. Cecilia Norman, CAO, reported that BCBS submitted the 2026 Group Health Renewals with a 9.5% increase in premium for the current grandfathered plan. BCBS offered two "Shadow Plans" that would allow grandfathered status to remain. The "Shadow Plans" would have higher deductibles, out-of-pockets and co-pays. Ms. Norman stated that staff feels the savings on the "Shadow Plans" is not great enough to warrant a change. She also advised that a 20% increase is included in the 2025-2026 budget. Mr. Chris Lapeyre, Brown & Brown, reported that the main factor in the increase is the loss ratio and age of the group. After discussion, it was moved by Mr. Wilbert Thomas, and seconded by Mr. Charles Brown, to renew the existing Group Health Insurance Plan with Blue Cross/Blue Shield with a 9.5% premium increase for 2026. The motion passed by majority with Mr. David Gaudet abstaining.
It was moved by Mr. Patrick Marcel, and seconded by Mr. Dwayne Hornsby, to authorize TPCW to enter into a contract with Jesse Doiron, Inc. for Labor & Equipment Services from January 1, 2026 through December 31, 2027. The motion was unanimously adopted.
It was moved by Mr. Craig Luke, and seconded by Mr. Patrick Marcel, to authorize TPCW to enter into a contract with Kee Law Services for Lawn Maintenance Services from January 1, 2026 through December 31, 2027. The motion was unanimously adopted.
It was moved by Mr. Charles Brown, and seconded by Mr. Craig Luke, to approve December 26, 2025 as an additional holiday for TPCW staff. The motion was unanimously adopted.
At 6:27 pm, there being no further business to come before the Board, it was moved by Mr. Patrick Marcel, and seconded by Mr. Dwayne Hornsby, that this meeting adjourn. The motion was unanimously adopted.
