NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION FOR THE CHURN CREEK ROAD, VICTOR AVENUE, AND RANCHO ROAD ROUNDABOUT PROJECT
Notice is hereby given that the public is invited to review and comment on the Initial Study (IS) and proposed Mitigated Negative Declaration (MND), pursuant to the California Environmental Quality Act (CEQA), for the proposed Churn Creek Road, Victor Avenue, and Rancho Road Roundabout Project (project). The proposed Mitigated Negative Declaration does not signify approval or disapproval of this project. The City of Redding will consider the proposed Mitigated Negative Declaration together with any comments received during the public review process to determine whether the proposed project should be approved as proposed, if additional studies are required, or if the project should be deferred.
The project is in southeastern Redding, Shasta County, California. The project area includes City right-of-way and private parcels and spans approximately 0.72 miles along Churn Creek Road and 0.08 miles along Victor Avenue. The Project area is located within Sections 17 and 20 of Township 31 North, Range 4 West, within the Enterprise United States Geological Survey (USGS) 7.5-minute quadrangle (40.534778°, -122.336197°).
The purpose of the project is to replace existing sewer lines to combine the Churn Creek Road/Victor Avenue intersection and the Churn Creek Road/, and Rancho Road intersection into a single roundabout intersection to provide safe and sustainable transportation and accommodate traffic associated with current and projected development. Design includes accessible curb ramps, bike lanes and shared-use paths, raised splitter islands, street lighting, and landscaping. As a result of the widening of Churn Creek Road, the Anderson Cottonwood Irrigation District (ACID) Division 5 lateral earthen ditch will be reconstructed and conveyed through an underground 36-inch reinforced concrete pipe and reconnected via three (3) service lines called turn outs.
The comment period on the IS/MND commences on November 18, 2025 and will end on December 18, 2025. Comments must be in writing and will be accepted until 5 p.m. on December 18, 2025.
