Orange and Rockland Utilities, Inc. - New Gas Rates Effective January 1, 2026
Under a three-year rate plan adopted by the New York State Public Service Commission (“PSC”) in its order issued March 20, 2025 (“March 2025 Order”), Orange and Rockland Utilities, Inc. (“O&R”) will put into effect on January 1, 2026, new gas rates for year two of the rate plan. The new gas rates will remain in effect until December 31, 2026.
The effect of the new gas rates on selected monthly residential bills is shown in the following table. The bill amounts and the impact of the new rates on general service customers indicated below, include gas supply costs and other applicable rate adjustments adopted by the March 2025 Order.

The impacts to general service non-residential customers range from an increase of approximately 1.1% to an increase of approximately 2.8% depending on the customer’s usage characteristics. Actual customer bill impacts will vary depending upon whether the gas supply is purchased from O&R or from an Energy Service Company (“ESCO”), and on the customer's gas usage.
In addition to the new rates that will become effective on January 1, 2026, the Company’s Schedule for Gas Service will be revised to reflect updates to the Uncollectibles Percentages used in the calculation of the Merchant Function Charges in General Information Section No. 12.4 and the POR Discount Percentage in General Information Section No. 6.5 in accordance with the three-year rate plan.
