COUNTY BOARD OF SUPERVISORS BUDGET SESSION MINUTES MONDAY, OCTOBER 27, 2025 A. Call to Order Chairman Thomas Egan called the meeting of the Winnebago County Board of Supervisors to order at 6:00 P.M. from the Winnebago County Courthouse, 415 Jackson Street, Oshkosh, Wisconsin and virtually by TEAMS. B. Roll Call The following Supervisors were present: 36 – Dowling, Laux, Ulbricht, Lutz, Holt, Reinke, Hancock-Cooke, Wise, Nussbaum, Stafford, Paterson, Gabert, Binder, Swan, Gilbertson, Mueller, Halbur, Ponzer, Belville, Macho, Hinz, Zellmer, Pluchinsky, Buck, Powers, Hanson, Cox, Gustafson, Bureau, Farrey, Harrison, Frassetto, Egan, O'Brien, Nelson and Miller. C. Pledge of Allegiance The meeting opened with the Pledge of Allegiance. D. Invocation The invocation was given by Supervisor Powers. E. Adopt Agenda Motion by Supervisor Farrey, seconded by Supervisor Reinke, to adopt the agenda with one minor change; in Section K. Presentation, add No. 4, Finance Director Budget Error Report Pursuant to County Board Rule 4.3. CARRIED BY VOICE VOTE. F. Public Comments Tom Swan, County Board Supervisor, District 14, Patti Julius, and Jill Fritsch, voiced their thoughts and concerns regarding an inoperable elevator at Park View Health Center. Megan Edwards, Solutions Recovery Executive Director, commented and voiced her support regarding Amendment No. 7: $322,050 to Solutions Recovery, Inc. Leah De Shaney, Neenah, voiced her thoughts and support regarding the Homelessness, Eviction, and Loss Prevention (HELP) Program. Jason Schulist, Executive Director of the Fox Valley Data Exchange, commented and thanked the board for their consideration of Amendment No. 4: Grant for Fox Valley Data Exchange (DEX). G. Communications from the County Clerk Julie Barthels, Winnebago County Clerk, read an email she received from Brian Nagler earlier in the day, supporting the addition of permanent positions within the Long-Term Support Division of the Winnebago County Human Services Department to provide homelessness and eviction prevention services to Winnebago County. H. Reports from Committees, Commissions and Boards There were no reports from Committees, Commissions and Boards. I. 2026 County Budget Public Hearing pursuant to Wis. Stat. 65.90(4) On Sunday, October 12, 2025, a notice of the county budget public hearing was noticed in the Oshkosh Northwestern. J. County Board Chair's Report Chairman Egan reported there were no absences; all the County Board of Supervisors were in attendance for tonight's meeting. Chairman Egan explained the process the board will take this evening on the budget. Chairman Egan asked the board to RSVP for the Christmas Party as soon as they can, so if other arrangements need to be made, there is time to do so. K. Presentation 1. Presentation of the 2026 Annual Budget by Gordon Hintz, County Executive County Executive Gordon Hintz presented the 2026 budget to the County Board of Supervisors. He discussed how this budget addresses the needs of the community and the challenges facing the people they serve in Winnebago County. Executive Hintz spoke about how the process has been improved, budget highlights, the proposed budget, and the next steps and what to expect in the 2026 process. 2. 2026-2030 Capital Improvement Plan Recap Executive Hintz briefly touched on the 2026-2030 Capital Improvement Plan. 3. Questions from the Board for Staff Thomas J. Egan, County Board Chairman, asked the board if they had any questions for each department as they went through the budget order. The Department Heads addressed any questions that the Board had relating to their department budgets. At 8:09 p.m., Chairman Egan announced that the board would take a short 10-minute recess, and then they'd start back up with Solid Waste. Chairman Egan called the meeting back into session at 8:20 p.m. Under Rule 4.3 of the County Board rules, the Finance Director needs to note any errors that were made in the budget book.
