NOTICE OF PUBLIC HEARING Pursuant to 24 CFR Part 903.17, the Housing Authority of the City of Titusville (HACTV), hereby provides notice that it will hold a public hearing on the Public Housing Agency (PHA) 2026 Annual Plan and the Capital Fund Action Plan submission. Background: HACTV is currently developing its 2026 Annual Plan as required by the Quality Housing and Work Responsibility Act (QHWRA) of 1998. The QHWRA was enacted to revitalize and improve federal public housing and tenant-based assistance programs and makes significant changes to federal and Section 8 tenant-based programs. The HACTV 5-Year Plan approved by the U.S. Department of Housing and Urban Development (HUD) in 2025 states the HACTV's mission, goals, and objectives for serving the needs of low-income and very low-income families during the year. This 2026 Annual Plan and the Capital Fund Action Plan updates and details the operations and management of federal public housing programs. Through these plans, HACTV advises its residents, HUD and members of the public on its strategy in addressing the needs of residents in federal public housing. Public Review: The draft 2026 Annual Plan and the Capital Fund Action Plan is available for public viewing at the HACTV Conway office between 9:00 a.m. – 3:00 p.m. Monday - Friday: Housing Authority of the City of Titusville 524 S. Hopkins Avenue Titusville, FL 32796 All interested persons are invited to provide comments related to the 2026 Annual Plan and the Capital Fund Action Plan, either orally or in writing. Public Hearing: Public hearing will be held at the HACTV Conway Office, 524 S. Hopkins Avenue on Tuesday, January 27, 2026 at 6:30 p.m. Oral comments should be presented at the public hearing. All oral and written testimony presented at the public hearing will be considered in preparing the Annual Plan. Persons who cannot attend the hearing and prefer not to provide written comments may phone (321) 267-4204.
