Updates the acceptable modes to notify the public of meetings, the methods available to execute documents, and the authorized purchase and the payment limits allowed between board meetings. Lists the responsibilities of the Executive Director. Reformats the document to improve clarity and when appropriate, references the guiding O.R.C.
