Sealed bids will be received by the City of Eunice, up to the hour of 10:00 o'clock a.m. CDST 300 South 2nd Street, Eunice, Louisiana 70535 on
TUESDAY, JANUARY 6, 2026
and shall at that time and place publicly open and read them aloud, for Sewer Collection System Rehabilitation consisting of mainline and service lines repair/replacement/lining, manhole repairs/waterproofing, sewer system evaluation services, and other related items of work including all necessary labor, materials, equipment, tools, etc., required as set forth in the Bid Documents of Aucoin & Associates, Inc. for Sewer System Rehabilitation Improvements for the City of Eunice. Bid Documents are available and may be seen and examined at the City Clerk's Office, 300 S. 2nd Street, Eunice, Louisiana, or at the office of Aucoin & Associates, Inc., Consulting Engineers, 433 N. C.C. Duson Street, Eunice, Louisiana. Copies of Bid Documents may be obtained from the office of Aucoin & Associates, Inc., 433 N. C.C. Duson Street, Louisiana, upon deposit of one hundred dollars ($100.00) for each set of documents. Copies of bid documents can be provided in electronic format (PDF) at no cost. Deposits on the first set of documents furnished to bona fide PRIME BIDDERS, fully licensed by the Louisiana State Licensing Board of Contractors, will be fully refunded upon the return of the documents in good condition, no later than ten (10) days after receipt of bids. On other sets of documents furnished to said prime bidders, the payment of one hundred dollars ($100.00) shall constitute the cost of reproduction and handling and WILL NOT BE REFUNDED. Classification Contractor’s License – Municipal and Public Works. Bid documents may also be submitted electronically through at www.centralbidding.com.
Bids shall be enclosed in a sealed envelope addressed to Scott A. Fontenot, Mayor, City of Eunice, Louisiana and plainly marked on the outside, “Bid for Sewer System Rehabilitation - Community Development Block Grant - for Fiscal Year 2024, A&A Project No. 23-05-05 and must include Contractor’s License Number on the bid envelope. The Attention of Bidders is called particularly to the Instructions to Bidder’s in the Project Manual regarding specific requirements for submitting a bid for the project and bids submitted must conform to all requirements of Public Bid Law. Bids must be accompanied by a certified check or bid bond in the amount equal to 5% of the bid, made payable to the City of Eunice, Louisiana, as a guarantee that the bidder will furnish all necessary bonds and enter into a contract if his bid is accepted. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570 and be licensed to do business in the State of Louisiana.
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof, unless withdrawal of bid is in accordance with LA. R.S. 38:2214C.
The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3 Employment Opportunities, Build America Buy America (BABA), Segregated Facilities, Executive Order 11246, Public Law 17758 and all applicable laws and regulations of the Federal Government and State of Louisiana and bonding and insurance requirements. Minority, female-owned and Section 3 firms are encouraged to submit bids.
All contractors and subcontractors will be required to comply with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act pertaining to the minimum wage rates, the Anti-Kickback Act, the Contract Work Hours Standards Act, the Local Public Works Payroll Evaluation Program and Section 3 requirements.
All contractors and subcontractors be required to agree that all of iron and steel products used in the performance of the contract will be produced in the United States in accordance with Section 608 of the Clean Water Act.
All contractors and subcontractors will be required to certify that they do not and will not maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, or national origin.
The prime contractor and all subcontractors must have an active Unique Entity ID number (UEI) and an active SAM Cage Code number, as verified on www.sam.gov, prior to beginning construction and throughout the term of the contract.
The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.

The City of Eunice reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statues (Public Bid Law)
