NOTICE TO CONTRACTORS
Sealed bids for the Jacksontown Waterline Extensions – Phase 1 project will be received by the Licking County Board of Commissioners, 20 S. Second St., Newark, Ohio 43055 until Tuesday, January 13, 2026 at 11:00 AM local time, and then and there publicly opened and read aloud.
The Jacksontown Waterline Extensions – Phase 1 project includes installation of approximately 5,100 feet of 8” and 6” PVC waterline, valves, hydrants and service connections within the Jacksontown area.
Bid Documents as prepared by Verdantas may be examined free of charge during normal business hours at the following locations:

Complete sets of bidding documents may only be purchased through Verdantas LLC. Bidders may obtain electronic bidding documents upon payment of $25.00 (non-refundable) in the form of cash or check payable to Verdantas LLC. Credit card payments are not accepted. Bidding documents may also be obtained as hard copy upon receipt of $100.00 plus $20.00 shipping fees at the above office.
Bidders are required to provide Bid security in the form of a Bid Bond in the amount of 100 percent of the Bid Price or certified check, cashier’s check or letter of credit equal to ten percent of the bid amount to guarantee the Bidder’s entrance into a contract, if awarded the project. Each bid must contain the full name of the party or parties submitting the bid and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity, and a complete listing of all subcontractors to be used. Submit your offer on the Bid Form provided within these Bid Documents. Bids must include two copies and one thumb drive.
Each Bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, national origin, handicap, ancestry, or age. All contractors and subcontractors involved with the project shall to the extent practicable use Ohio products, materials, services and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required.
Bidders must comply with the prevailing wage rates on Public Improvements in Licking County as determined by the State of Ohio Wage Determinations.
The Engineer’s estimate is as follows: $890,000.00
Your offer will be required to be submitted under a condition of irrevocability for a period of 60 days after submission. In the event that the Owner is unable to obtain an Agreement with the Bidder initially selected, the Owner may award the contract to the next bid, most favorable to the Owner. The right is reserved by the Owner to reject any or all bids, and to waive any informality in bids received and to accept any bid which is deemed to be the lowest and best bid.
