INVITATION TO BID
Sealed bids for the “Fish & Game Road Stormwater Improvements” will be received until 12:00 PM E.S.T. on January 5, 2026. Bids shall be sent or hand-delivered to the attention of Mr. Vernon Ashway at the Washington Township Municipal Office, 11798 Buchanan Trail East, Waynesboro, PA 17268. Hand-delivered bids will be received during regular business hours from 8:00 AM to 4:30 PM, Monday through Friday. Bids will be opened and read aloud at the Washington Township Municipal Office by the Board of Township Supervisors at their January 5, 2026, regular meeting, which begins at 1:30 PM. Notice of intent to award the contract will be announced at the Washington Township Municipal Office by the Board of Township Supervisors at their January 5, 2026, regular meeting, which begins at 1:30 PM.
The contract involves replacement of approximately 2,100 ft +/- of existing stormwater piping and associated structures located on Fish and Game Road, improvements to the existing roadway and other various incidental demolition and construction activities related to this work. The work site is located in Washington Township, Franklin County, PA.
Prospective bidders may secure contract documents by applying to Martin & Martin, Inc., 37 South Main Street, Suite A, Chambersburg, PA 17201-2251; Telephone 717-264-6759; FAX 717-264-7339. A non-refundable fee of $135.00 plus shipping costs of $25.00 for standard overnight delivery if required, payable to Martin & Martin, Inc. must accompany a request for bidding documents. Prospective bidders may also review the contract documents at the Washington Township Municipal Office, 11798 Buchanan Trail East, Waynesboro, PA during normal business hours from 8:00 AM to 4:30 PM, Monday through Friday.
A pre-bid meeting will be held at the Washington Township Municipal Office on December 17, 2025, at 9:00 A.M. This meeting is not mandatory but recommended for all prospective bidders.
Attention is called to the fact that not less than the Pennsylvania prevailing wage rates set forth in the contract documents must be paid on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap; and that to the greatest extent feasible, opportunities for training and employment be given to lower income residents of the project area; and that to the greatest extent feasible, businesses located in the project area or owned in substantial part by project area residents shall be utilized.
No bid will be considered unless accompanied by a certified check, bank cashier’s check or bid bond payable to Washington Township in an amount equal to ten (10%) percent of the bid total. A performance bond in the amount of the 100% of the base bid, as well as a payment bond in the amount of 100% of the base bid, shall be required of the successful bidder.
Bids must be submitted in compliance with all contract documents. The successful bidder shall comply with all the provisions of the Contract Documents. The Township, also referred to as the Owner, reserves the right to reject any and all bids or to waive any informality in the bidding.
