Request for Qualifications - #26-09
The City of Meridian, Mississippi requests proposals from qualified firms or individuals to provide engineering services for work related to sewer collection and water distribution line improvements through the Office of Local Defense Community Cooperation (OLDCC) Program at Key Field, MS ANG Base.
The city and respondents will follow 2 CFR Part 200 Subpart D procurement guidelines as applicable. Qualified firms or individuals are invited to submit Qualifications to the City of Meridian, Attn: Brandon Bridges, 601 23rd Avenue, Meridian, MS 39301, no later than 10:00 A.M, on January 5, 2026.
The Engineer will be responsible for performing all engineering services through complete project design plans and specifications in accordance with federal and state regulations and policies..
The scope of work includes but is not limited to the following:
1) Provide Infrastructure Assessment Summary,
2) Prepare GIS Data and necessary reports, estimates, and recommendations
3) Respond to OLDCC requests for Performance Measures updates
4) Prepare and provide Bid-Ready Design including plans and specifications for future construction, and
5) Assist city with filing reimbursement requests to the OLDCC.
All submissions must be received in a sealed envelope and marked with the following language: "Qualifications for Engineering Services." Submissions will be evaluated on the following factors:
1. Qualifications (40 points),
2. Experience (40 points)
3. Capacity for Performance (20 points).
To be evaluated properly, the following must be addressed in detail: Qualifications — List of qualifications of persons to be assigned to project, Experience — Information regarding the firm's experience and the projects previously undertaken, Capacity for Performance — Identify the number of staff and their title assigned to provide services. The City will designate a selection committee to evaluate each proposal. The selection committee may hold submissions for up to thirty (30) days for the purpose of reviewing and investigating its content.
The City reserves the right to reject any and/or all submissions. Subject to required conditions, the City will award a contract with the qualified firm or individual whose proposal has the highest number of cumulative points and determined to be the most advantageous to the City. The contract will include scope and extent of work and other essential requirements. An individual contract will be executed for each project awarded, and the contract will be on a fixed price basis.
