Scope of Work
The City of Phoenix is seeking qualified contractors to do business on an on-call basis to provide Right-of-Way General Construction Job Order Contracting Services to include asphalt paving and concrete work, waterlines, storm drains, retention basins, streetlights, utility work, and traffic control in the right-of-way. Up to four contractors may be selected for this Job Order Contract based on the City’s workload.
A Small Business Enterprise goal of 11% has been established for this project.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 2:30 p.m. on Thursday December 18, 2025, at 1034 E. Madison Street, Design and Construction Gecko Conference Room AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be directed to the Contracts Specialist.

On December 11, 2025, the Request for Qualifications packet may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above.
Firms must be registered in Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
