NOTICE OF APPLICATION FOR PROPOSED MERGER TRANSACTION   Notice is hereby given that QNB Bank, a Pennsylvania state non-member bank with its main office located at 15 N. 3rd Street, Quakertown, PA 18951 (“QNB Bank”), has made application to the Federal Deposit Insurance Corporation (the “FDIC”) and the Pennsylvania Department of Banking and Securities for permission to consummate a merger transaction (the “Merger”), pursuant to which it will acquire The Victory Bank, a Pennsylvania state member bank with its main office located at 548 N. Lewis Road, Limerick, PA 19468 (“Victory Bank”). The Merger will be effected by merging Victory Bank into QNB Bank, with QNB Bank surviving the Merger as a Pennsylvania state non-member bank. At this time, it is contemplated that all of the offices of the above-named institutions will continue to be operated following the Merger.   This notice is published pursuant to Section 18(c) of the Fe-deral Deposit Insurance Act (12 U.S.C. § 1828(c)), and sec-tion 303.65 of the regulations of the FDIC (12 C.F.R. § 303.65). Any person wishing to comment on this application may file his or her comments in writing with the FDIC at its New York Regional Office at 350 Fifth Avenue, Suite 1200, New York, NY 10118-0110, not later than January 5, 2026. The non-confidential portions of the application are on file at the appropriate FDIC office and are available for public inspection during regular business hours.
