Advertisement and Invitation for Bids
The City of Levelland will receive bids for Pedestrian and street infrastructure improvements in the downtown district of the City of Levelland under the TxCDBG Downtown Revitalization Program – 2024 (CDM24-0068), including sidewalk, curb and gutter, curb ramps, trench grates, utility adjustments, and related pavement repairs along 5th Street, Austin Avenue, and Avenue G, until 02:30 PM. on Wednesday January 7th 2026 at 1709 Avenue H and the mailing address is P O Box 1010, Levelland, Texas 79336. The bids will be publicly opened and read aloud at 02:30 pm. on Wednesday January 7th 2026 at City Hall, 1709 Avenue H, Levelland, Texas 79336
Bids are invited for several items and quantities of work generally described as follows:
1. Nine Hundred Seventy-Nine linear feet (979 LF) of concrete sidewalk
2. One thousand five hundred seventy linear feet (1,570 LF) of concrete curb and gutter
3. Seven hundred linear feet (700 LF) of sidewalk trench grates
4. Twenty (20) curb ramps
5. One hundred sixty-five square yards (165 SY) of brick paving units
6. One hundred fifty linear feet (150 LF) of concrete risers
7. Miscellaneous utility adjustments, related paving repair, and all associated appurtenances
Bid/Contract Documents, including Drawings and Technical Specifications are on file at the office of Parkhill, 4222 85th Street, Lubbock Texas, 79423.
Copies of the Bid/Contract Documents may be secured as follows:
1. Download documents (“PDF” file extension format) from Parkhill’s Info Exchange web site after registering as a plan holder with issuing Parkhill office. There is no cost or deposit required for this option.
2. One set of paper copies by depositing $50 for each set of documents obtained. The deposit will be refunded if the documents and drawings are returned in good condition within 10 days following the bid opening.
3. A digital copy (.pdf file extension format) upon a non-refundable deposit of $20.00 per each CD.
A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Levelland or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin.
The City of Levelland reserves the right to reject any or all bids or to waive any informalities in the bidding.
Bids may be held by The City of Levelland for a period not to exceed 30 / 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
