Sealed proposals will be received by the Township of Moon, Allegheny County, Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:00 PM prevailing time on January 26, 2026 for:
THORN RUN FIRE STATION RENOVATIONS
Contract No. 25-FC1 – General: The scope of work includes the renovation of the existing Thorn Run Fire Station including select demolition and legal off-site disposal of materials; construction of interior renovations including interior walls and wall finishes, acoustical tile ceiling, interior doors, windows, interior signage; elevator; site stormwater and all necessary appurtenances.
Contract No. 25-FC2 – Plumbing: The scope of work includes water service entrances, installation of a new water heater and circulation pump, construction of proposed plumbing fixtures and piping, construction of drainage piping, and all necessary appurtenances.
Contract No. 25-FC3 – Electrical: The scope of work generally includes electrical construction associated with the interior renovations to the existing Thorn Run Fire Station. Work includes wiring facility, interior lighting, emergency lighting, light switches, touchscreen switches and power packs, receptacles, data outlets, fire alarms, touchscreen switch and power pack for new entry lighting and connections to HVAC equipment, and all necessary appurtenances.
Contract No. 25-FC4 – Mechanical: The scope of work generally includes the installation of all mechanical associated work for the Thorn Run Fire Station renovations including roof top units, installation of condenser units, wall-mounted and horizontal ducted indoor air conditioning units, fans, electric heaters, all required ventilation and all necessary appurtenances.
Contract No. 25-FC5 – Fire Protection: The scope of work generally includes the installation of design and construction of fire protection for the existing building.
A pre-bid meeting will be held on-site on January 14, 2026 at 10:00AM.
This project is being financed, in part, by a Redevelopment Assistance Capital Program (RACP) grant from the Office of the Budget. Contractor shall comply with all applicable grant conditions.
All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $175.00 from QuestCDN using project numbers 9995602 (General), 9995604 (Plumbing), 9995605 (Electrical), 9995606 (Mechanical), 9995607(Fire Protection). Any technical questions regarding the bid documents are to be directed to LSSE. Bids will be publicly opened and read aloud via video conference. Interested parties may contact the Township for access information prior to the date and time identified herein.
Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Township. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Township to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.
The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.
The Township shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Township may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Township has received all required approvals from other governmental agencies.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
