Notice of Funding Availability (NOFA)
FY 2026/2027 Community Development Block Grant (CDBG)
The City of Visalia anticipates receiving approximately $1,200,000 in CDBG funds for FY 2026/2027 to support CDBG eligible activities. Eligible activities for CDBG funding must meet one of the following national objectives:
1) principally benefit low- and moderate-income persons;
2) eliminate slums and blight; or
3) meet an urgent need.
Applications for the above-mentioned funding must be received by the Visalia Purchasing Division during the application filing period of January 5, 2026 through February 5, 2026.
Applicants must be from non-profit 501(c)3 organizations who can provide eligible public services, fair housing, a job training program, a senior home repair program and a senior mobile home repair program that are in alignment with the City’s 5-year Consolidated Plan.

Interested Applicants are invited to participate in an informational telephone conference at 11:00am (PST) on Thursday, January 15, 2026. This is an opportunity to ask questions about the project and the NOFA requirements. The City affirmatively ensures that Minority Business Enterprises & Disadvantaged Business Enterprises (DBE) will have full opportunity to submit proposals in response to this notice. Individuals and/or entities submitting bids/proposals to the City of Visalia will not be discriminated against.
