HANOVER BOROUGH ZONING ORDINANCE AMENDMENT
YOU ARE HEREBY NOTIFIED that the Borough Council of the Borough of Hanover, York County, Pennsylvania, in accordance with Section 609 of Act 247 of 1968, as amended, the “Pennsylvania Municipalities Planning Code”, will hold a public hearing to consider Ordinance No. 2385, entitled
AN ORDINANCE OF THE BOROUGH OF HANOVER, YORK COUNTY, PENNSYLVANIA, AMENDING AND SUPPLEMENTING THE ZONING ORDINANCE OF THE BOROUGH OF HANOVER, ORDINANCE NO. 2310, AS AMENDED, AND THE OFFICIAL ZONING MAP ENACTED THEREWITH,
an Ordinance which amends and supplements the Zoning Ordinance of the Borough of Hanover, Ordinance No. 2310, as amended, and the Official Zoning Map enacted therewith, summarized below, and to receive and review written or verbal public comment relative thereto on January 28, 2026 beginning at 6:00 p.m., prevailing time, at the Borough of Hanover Administration Building, 33 Frederick Street, Hanover, Pennsylvania 17331.

YOU ARE FURTHER NOTIFIED that the Borough Council of the Borough of Hanover, York County, Pennsylvania, in accordance with Section 610 of Act 247 of 1968, as amended, the “Pennsylvania Municipalities Planning Code”, will consider the enactment of Ordinance No. 2385, as aforesaid and summarized below, at its regular meeting on January 28, 2026, at 7:00 p.m., prevailing time, at the Borough of Hanover Administration Building, 33 Frederick Street, Hanover, Pennsylvania 17331, following the public hearing.

Ordinance No. 2385 amends and supplements the Zoning Ordinance of the Borough of Hanover [Ordinance No. 2310] as amended, and amends the Official Zoning Map of the Borough of Hanover enacted therewith as set forth in Exhibit A, as follows:
Section 1: Adds the following defined terms to Section 140-202: Commercial/Industrial Vehicle and Landscaped Open Space;
Section 2: Revises Section 140-202 to amend the definitions of Floor Area, Gross and Zoning Officer;
Section 3: Revises Section 140-300, Establishment of Zoning Districts, amending the term, District, to Short-Term Rental Overlay District (STRO), and adding the Floodplain Overlay District (FOD);
Section 4. Revises Section 140-301, by amending the Official Zoning Map of the Borough of Hanover as set forth in Exhibit A of the Ordinance, by rezoning the following properties:

Section 5. Revises Section 140-302, Subsections B. and C. Principal Uses and Accessory Uses by changing all conditional uses to special exception uses and applies the R-5 area and bulk requirements to Traditional Neighborhood Developments and revises Subsection D, Area and Bulk Requirements (Minimum Lot Area, Minimum Landscaped Open Space, and Maximum Density in residential districts;
Section 6. Revises Section 140-303, Subsections B. 3. and C. Principal Uses and Accessory Uses, by changing all conditional uses to special exception uses and revises Subsection D., Area and Bulk Requirements (Minimum Landscaped Open Spaces and Maximum Density) for Mixed-Use and Commercial Districts;
Section 7. Revises Section 140-304, Subsections B. and C. Principal Uses and Accessory Uses by changing all conditional uses to special exception uses;
Section 8. Revises Section 140-400. Accessory Dwelling Units by adding a height standard for accessory dwelling units within an accessory building;
Section 9. Deletes Section 140-420. Garden Apartment Courts and Townhouse Courts but preserves the Section Number renamed as “Reserved”;
Section 10. Revises Section 140-446. Conversion of Existing Single-Family Dwelling into Two or More Dwellings by revising the density standard;
Section 11. Revises Section 140-511, Subsection B.1.a., Parking and Loading Requirements, by adding a parking space depth standard for parking spaces accessed from an alley;
Section 12. Revises Section 140-511, Subsection B.2.a., Parking and Loading Requirements, Subsection B.2.a., by prohibiting parking aisles and maneuvering in a public street, except for alleys;
Section 13. Revises Section 140-511, Subsection C.1., Parking and Loading Requirements Subsection C.1. by amending the required off-street parking standard for a dwelling unit;
Section 14. Revises Section 140-517. Utility, Mechanical, and Waste Equipment by revising the screening standard by adding a requirement for screening outdoor waste storage and by adding a waste and recycling standard referenced for multi-family uses;
Section 15. Adds Section 140-519. relating to Design Standards (Drawings, Yard Standards, Fenestration Standards and Building Projections);
Section 16. Revises Section 140-611. Tree Removal by revising the Applicability Standard, Specimen Tree Standard, Tree Removal Standard and the requirement for a Site Plan;
Section 17. Revises Section 140-901, Subsections A. and B. Zoning Hearing Board by increasing the size of the Zoning Hearing Board from 3 to 5 members and revising the terms of offices, accordingly;
Section 18. Revises Section 140-905, Special Exception Procedure by adding a neighborhood criteria;
Section 19. Revises Section 140-906, Conditional Use Procedure by adding a neighborhood criteria;
Section 20. Revises the amended Table of Contents;
Section 21. Contains provisions for Repealer;
Section 22. Contains provisions for Severability; and
Section 23. Contains provisions for an Effective Date.
