Savage, Esq., solely in his capacity as the Special Master of Phoenix Houses of New England, Inc. (“PHNE”), has filed his Final Report in the above-captioned matter. A copy of the Final Report is available here: https://savagelawpartners. com/PHNE-final-report/  A hearing on the Final Report is scheduled to occur before the Honorable Brian P. Stern via WebEx in the Providence County Superior Court, on January 29, 2026, at 12:00 p.m.  In his Final Report, the Special Master recommends, subject to any feedback or recommendations from stakeholders, that PHNE’s remaining cash assets—$4,994,139.29 in funds, less the fees, costs, and expenses and administrative reserve discussed in the Final Report—be distributed to the Rhode Island Foundation (“Foundation”) to create a Field of Interest Fund. The Field of Interest Fund will make grants, through an annual solicitation process run by the Foundation, to other non-profits that support individuals who suffer from substance abuse or other behavioral health issues.
