NOTICE OF ANNUAL MEETING AND GENERAL ELECTION

NOTICE IS HEREBY GIVEN that the Public Hearing of the residents of the Whitesboro Central School District, Oneida and Herkimer Counties, New York, will be held in the Whitesboro Senior High School Cafeteria, 6000 State Route 291, Marcy, New York, on May 05, 2026, at 7:00 p.m. for the purpose of discussing the expenditure of funds, and budgeting therefor, for the 2026-2027 school year. In the event it is deemed necessary or appropriate to conduct the hearing virtually, information will be available on the District’s website, www.wboro.org, or by contacting the District Clerk at (315) 266-3303 or kbunal@wboro.org.
NOTICE IS ALSO GIVEN that voting on the appropriation of the necessary funds to meet the estimated expenditures of the District for the fiscal year commencing July 1, 2026, and authorizing the Board of Education of said District to raise the funds so estimated, exclusive of public monies, by a tax on the taxable property in said District by adoption of a budget and to levy a tax, shall be conducted on Tuesday, May 19, 2026, between the hours of 7:00 a.m. and 8:00 p.m., in the gymnasium of the Parkway Middle School, Oriskany Boulevard, Whitesboro, New York; in Room 29 of the Deerfield Elementary School, 115 Schoolhouse Road, Deerfield, New York; and in the gymnasium of the Marcy Elementary School, 9479 Maynard Drive, Marcy, New York.
NOTICE IS ALSO GIVEN that the election of members of the Board of Education shall be conducted on May 19, 2026, between the hours of 7:00 a.m. and 8:00 p.m., in the gymnasium of the Parkway Middle School, Oriskany Boulevard, Whitesboro, New York; in Room 29 of the Deerfield Elementary School, 115 Schoolhouse Road, Deerfield, New York; and in the gymnasium of the Marcy Elementary School, 9479 Maynard Drive, Marcy, New York, as follows:
To elect two (2) members of the Board of Education for three (3)-year terms to fill the vacancies caused by the expiration of the terms of Jonathan Henderson, and Brian McQueen.
It is anticipated that voting will be conducted by voting machines, however, in the event that voting machines are not available, voting will be by paper ballot.
NOTICE IS ALSO GIVEN that the petitions nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District no later than 5:00 p.m. prevailing time on April 20, 2026. Each petition must be directed to the Clerk of the District and shall be signed by twenty-five (25) qualified voters of the District, and must state the residence of each signer, and must state the name and residence of the candidate and must describe the specific vacancy for which the candidate is nominated, and the office sought by the candidate.
NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money which will be required for the ensuing 2026-2027 school year for school purposes, exclusive of public monies, may be obtained by any taxpayer in the District during the fourteen (14) days immediately preceding the day before the day of the Annual Meeting and General Election, excepting Saturdays, Sundays and holidays, at the office of each schoolhouse in the District during the hours of 9:00 a.m. and 4:00 p.m.
NOTICE IS ALSO GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the School District by requesting to be registered by the District Clerk at (315) 266-3303 or kbunal@wboro.org. Registered, qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at this same telephone number or email address. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 p.m. on April 24, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.
NOTICE IS ALSO GIVEN that applications for absentee ballots and early mail ballots may be applied for at the office of the District Clerk. Absentee ballot and early mail ballot applications must be received by the District Clerk at least seven days before the vote if the ballot is to be mailed to the absentee voter, or the day before the vote if the ballot is to be delivered personally to the absentee or early mail voter. A list of persons to whom absentee ballots and early mail ballots shall have been issued will be available at the office of the District Clerk on each of the five (5) days prior to the day of the election, except Saturday and Sunday, and a list of all persons to whom absentee ballots and early mail ballots shall have been issued will also be posted at the polling places for the election of members of the Board of Education.
NOTICE IS ALSO GIVEN that any person who is qualified to vote and is registered to vote under the provisions of the Education Law shall be entitled to vote at the Annual School District Meeting and General Election. Unregistered voters may register to vote with the Board of Elections by filing an application online with the New York State Department of Motor Vehicles (“DMV”). Information is available at: https://dmv.ny.gov/more-info/electronic-voter-registration-application. Additionally, qualified individuals wishing to register to vote may contact the District Clerk at (315) 266-3303 or kbunal@wboro.org to arrange to do so. The register containing the names of qualified voters will be
available for inspection in the clerk’s office during hours determined by the district on each of the five
days prior to the election, except Saturday and Sundays.
NOTICE IS ALSO GIVEN that, in conjunction with the Annual School District Meeting and Election, the following propositions shall be submitted for voter approval:
NOTICE IS HEREBY FURTHER GIVEN that the text of the aforesaid proposition may appear on the ballot labels in the following abbreviated form:
PROPOSITION NO. 1 – School Buses
Shall the following resolution be adopted to wit:
Resolved that the Board of Education of the Whitesboro Central School District is hereby authorized to undertake the acquisition of school buses, including, without limitation, five (5) 66-passenger diesel school buses, all at an estimated maximum cost of $960,000, and three (3) 30-passenger gasoline school buses, all at an estimated maximum cost of $355,000, all at an estimated maximum aggregate cost of $1,315,000, less trade-in value, if any, and that such cost, or so much thereof as may be necessary, shall be raised by the levy of a tax to be collected in annual installments, with such tax to be offset by state aid available therefor; and, in anticipation of such tax, debt obligations of the school district as may be necessary not to exceed $1,315,000 shall be issued, or the School District may enter into an installment purchase contract if the Board of Education determines that it is in the best interest of the School District to finance the purchase in that method.
PROPOSITION NO. 2 – Expenditure from 2017 Capital Reserve Fund
RESOLVED, that the Board of Education of the Whitesboro Central School District is hereby authorized to withdraw and expend from the “2017 Capital Reserve Fund” a sum of money not to exceed One Million Five Hundred Thousand Dollars ($1,500,000), to purchase information technology equipment and safety/security equipment.
NOTICE IS ALSO GIVEN that, at the same time and place as the Annual School District Election, the election of a Trustee for the Dunham Public Library Board of Trustees shall be conducted to vote on the following:
To elect one (1) Trustee of the Board of Trustees of the Dunham Public Library of Whitesboro, New York, for a five (5) year term commencing October 1, 2026 and ending September 30, 2031 to fill the vacancy caused by the expiration of the term of Pamela Donovan.
NOTICE IS ALSO GIVEN that the petitions nominating candidates for the office of member of the Board of Trustees of the Dunham Public Library must be filed in the office of the Director of the Dunham Public Library between the hours of 9:30 a.m. and 5:30 p.m., prevailing time, not later than April 14, 2026. Each petition must be directed to the Director of the Dunham Public Library, must be signed by twenty-five (25) qualified voters of the District, and must state the residence of each signer, must state the name and residence of the candidate and must describe the specific vacancy for which the candidate is nominated, including at least the length of the term of office and the name of the last incumbent if any.
NOTICE IS ALSO GIVEN that, in conjunction with the Annual School District Meeting and General Election, the following propositions with regard to the Dunham Public Library, shall be submitted concurrently with, but separately from, those related to the School District’s Annual Meeting and General Election:
PROPOSITION NO. 1 – Library Budget
Shall the proposition set forth in the notice of this meeting authorizing the adoption of the proposed 2026-2027 operating budget of Dunham Public Library in the amount of $1,538,748 and providing for $1,440,584 of said total amount to be raised by a tax levy collected in annual installments, with school district obligations, to be collected in the 2026-2027 fiscal year, be approved?
