BOONE COUNTY, IOWA OFFICIAL NOTICE OF PUBLIC HEARING CONCERNING PROPOSED PUBLIC IMPROVEMENT PROJECT, APPROVAL OF PLANS, SPECIFICATIONS AND FORM OF CONTRACT AND ENGINEER'S ESTIMATED COST AND NOTICE TO POTENTIAL BIDDERS A public hearing will be held at 9:15 AM (local time) on the 6th of May, 2026, at the Boone County Courthouse, located at 201 State Street, Boone, IA 50036 to consider the Phase 9-R Expansion Project, approval of plans, specifications and form of contract and engineer's estimated cost of said Project. Further particulars concerning the scope and estimated cost of this public improvement project, including plans and specifications, may be obtained from HLW Engineering Group, 204 West Broad Street, Story City, IA 50248, phone (515)733-4144. Electronic copies of the Bidding Requirements and Contract Documents may be obtained for no cost from HLW Engineering. Paper copies of the Bidding Requirements and Contract Documents may be obtained from HLW Engineering for a refundable plan deposit of $200.00. This deposit will be refunded if the documents are returned in a re-usable condition within fourteen days after award of the project. If the contract documents are not in a re-usable condition and returned timely, the deposit shall be forfeited. If the public improvement, plans, specifications, form of contract and engineer's estimated cost of the project are approved by the Boone County Board of Supervisors, the Boone County Board of Supervisors will proceed to consider bids solicited according to bid specifications contained in the contract and may accept the lowest acceptable bid or reject all bids. Pursuant to Iowa Code §26.5, notice is given to potential bidders that written bids in accordance with the detailed bidding specifications, must be received prior to 1:00 PM (local time) on the 30th of April, 2026, by the Boone County Auditor in their office at the Boone County Courthouse, 201 State Street, Boone, IA 50036, at which time the Board of Supervisors or their designee will open, read and tabulate the Proposals received. Proposals will be considered by the Boone County Board of Supervisors at their regular meeting at the Boone County Courthouse, 201 State Street, Boone, IA 50036 which begins at 9:00 AM (local time) on the 6th of May, 2026. The general nature of the project is the furnishing of all labor, equipment and materials necessary for construction of a landfill disposal area with Subtitle D composite liner and miscellaneous associated work, all as specified in the plans and contract. The work under the proposed contract shall commence within thirty days of the written Notice to Proceed. The work on Division 1 shall be completed by November 7, 2026, subject to any changes granted by the Owner. The work on Division 2 shall be completed by May 15, 2027, subject to any changes granted by the Owner. Potential bidders must bid on all Divisions. The project will be awarded as one contract based on the total price of all Divisions. Bids shall be presented on a blank form furnished by Boone County, Iowa, submitted in a sealed envelope marked "Phase 9-R Expansion, Boone County Sanitary Landfill," and accompanied by a separate envelope containing bid security in the amount of 5% of the bid as defined in Iowa Code §26.5 and specified by Boone County, Iowa in its bid specifications and contract and the Equal Employment Opportunity/Non-Discrimination Policy Statement.
