West Lebanon Township will receive sealed BIDS for solid waste and recycling collection haulers for residents and businesses in the township of West Lebanon, Lebanon County, Pennsylvania until 1:00pm on April 30, 2026 at the West Lebanon Township office, located at 322 N. 22nd Street, Lebanon, PA 17046. Sealed proposals will be publicly opened and read. Specifications for bidding may be located at the West Lebanon Township Office or www.westlebanonpa.gov. Proposals must be sealed, plainly marked “TRASH AND RECYCLING COLLECTION PROPOSAL” and delivered to the West Lebanon Township Office during business hours of Monday thru Thursday 9:00-1:00pm. West Lebanon Township has the right to reject any or all proposals. All Bidders must be registered as a trash hauler with Lebanon County Refuse Authority and DEP. General Specifications 1. The contractor shall collect, remove, and transport in an approved manner of all solid waste, municipal waste, and recyclable materials accumulated within the limits of West Lebanon Township by the residential property owners, tenants, and businesses of West Lebanon Township. 2. The contractor shall collect trash every Tuesday or Wednesday of the month starting July 1, 2026 and Recycling every other Wednesday of the month starting July 8, 2026. 3. For BID purposes, the estimated number of units to be serviced in West Lebanon Township is 400 units. 4. Residents will make payments for service to providers. West Lebanon Township will provide a customer list for billing purposes. 5. The effective date for the contract will be July 1, 2026 and end June 30, 2029. 6. Collection of solid waste and recycling shall follow West Lebanon Township’s Ordinance Chapter 20 Parts 1 and 2. 7. No empty trash cans may be placed in street after pickup. Trash cans must be placed back on customer’s property, due to street cleaner.
