General Notice
City of Wichita Falls (Owner) will be requesting Proposals from Construction Manager at Risk (CMAR) organizations (Proposers) for the construction of the following Project, and for related pre-construction and procurement CMAR services:

Owner will receive printed Proposals demonstrating the Proposer’s qualifications and ability to provide CMAR services and construct the Project at the City of Wichita Falls, Office of the Purchasing Manager, 1300 7th Street, Second Floor, Room 2B18, Wichita Falls, TX 76301, until Tuesday, May 19th, 2026, at 1:30 p.m. local time. After that time, Owner will no longer accept Proposals. See Request for Proposal for details on preparing and submitting the Proposal.
The CMAR Contract will include preconstruction services and procurement services seeking qualified construction subcontractors for specified Work packages.
The scope of the Work will include upgrades and improvements to The Falls (manmade waterfall, landscaping, and trail) including:
• Demolition of rock veneer and select removal of dry-stack rock;
• Replacement of metal intake well and screen;
• Replacement of 3,600 gpm, 100-HP main pump, piping, valves, and controls;
• Installation of 3,600 gpm, 50-HP recirculation pump, piping, valves and controls;
• Replacement of two pump manhole lids (main pump and recirculation pump manholes) with a fixed concrete top with pump access hatch and safety screen;
• Widening of approximately 1,050 linear feet (LF) of concrete trail,
• New 140-linear foot x 10-foot high retaining wall with rock veneer;
• Landscaping and irrigation;
• Replacement of area lighting with LED area and pathway lighting;
• New programmable LED flood lighting (three pole-mounted Lumascape Kokolux or equal with RGB capability) ;
• Replacement of electrical building with 100 square-foot (approximate) building;
• Existing transformer will feed a new 480V, 400A NEMA 3R rated main disconnect. The main disconnect will feed a 480V, 600A bus, NEMA 1 motor control center which will distribute power to all motors and lighting for the site; and
• A new PLC control panel will be installed with a Schneider Modicon PLC TM251MESE and cellular modem for communication.
Owner anticipates that the CMAR’s Contract Price will be approximately $3,500,000 to $4,000,000. The CMAR Construction Phase has an expected start date March 2027 and duration for construction of 270 calendar days. The Demolition Package has an expected start date of July 2026.

The Proposal Documents may be downloaded from the designated website. All prospective Proposers are urged to register with the designated website as an interested party, even if the Proposer has obtained the Proposal Documents from a source other than the designated website.
Neither Owner, Owner’s Advisor, nor Engineer will be responsible for Proposal Documents, including addenda, if any, obtained from sources other than www.wichitafallstx.gov/bids.aspxor www.civcastusa.com.
Information Conference
An Information Conference regarding the CMAR Contract and CMAR selection process will be held on Monday, May 4th, 2026 at 10:00 a.m. at 1300 7th Street, Wichita Falls, TX 76301 in Room 1D32 on the First Floor. Attendance at the Information Conference is encouraged but not required.
Selection Process
Construction Manager at Risk will be selected based on best value. Owner will receive Proposals and evaluate these, along with other information, to select the best value qualified Proposer.
