MARYLAND DEPARTMENT OF THE ENVIRONMENT WATER AND SCIENCE ADMINISTRATION NOTICE OF TENTATIVE DETERMINATION Washington County Application for State Discharge Permit 26DP1326, NPDES Permit MD0054054: Maryland Department of Natural Resources, Fishing and Boating Services, 20901 Fish Hatchery Road, Hagerstown, Maryland 21740 submitted an application for renewal of a permit to discharge an average of 4.9 million gallons per day of raceway and fish rearing wastewater located on MD Rte. 66 at I-70, near Hagerstown, MD, to an unnamed tributary to Beaver Creek (Use III-P waters). The Department proposes to issue the permit with limits on Monitoring Point 101 of total suspended solids (30 mg/L average, 60 mg/L daily maximum). Flow monitoring without limits is proposed for Outfalls 001, 003, 005, and Monitoring Point 101. Nutrient and total suspended solids monitoring for the effluent and influent and load reporting without limits for Outfall 001. The permit also contains special conditions regulating chemicals and additives, aquaculture considerations, and nutrient assessment requirements. Per MD Environmental Article § 1–602(a)(2), an EJ score was calculated for this facility. The EJ Score is 41.10. This score has been calculated considering a combination of the following factors: Pollution Burden Exposure Percentile, Pollution Burden Environmental Effects Percentile, and Sensitive Population Percentile.
