LEGAL NOTICE OF PUBLIC HEARING FOR PLANNED
IMPROVEMENT
Proposed Intersection Improvement on S.R. 3 and
Eaton-Wheeling Pike in Delaware County
The Indiana Department of Transportation (INDOT) will host a public hearing on Wednesday, May 6, in the gymnasium of Eaton Elementary School located at 300 N. East Union St., Eaton, IN 47338. The doors will open at 5:30 p.m. and the hearing presentation will begin at 6 p.m.
The purpose of the public hearing is to offer all interested persons an opportunity to comment on current preliminary design plans and the draft Environmental Document for the intersection improvement on S.R. 3 at Eaton-Wheeling Pike/W. Indiana Ave. in Eaton, Delaware County.
A new, single-lane roundabout is proposed at the intersection, which is currently a four-way stop. The project termini are Eaton-Wheeling Pike from 0.05 mile west of S.R. 3 to 0.07 mile east of S.R. 3, and on S.R. 3 from 0.14 mile south of Eaton-Wheeling Pike to 0.13 mile north of Eaton-Wheeling Pike. During this hearing, information will also be shared about a drainage structure replacement on S.R. 3 located 0.42 miles north of S.R. 28.
The purpose of the project is to reduce or eliminate right-angle and turning crashes, therefore reducing injury crashes at the intersection, and to maintain good intersection mobility. This project is needed because of the above-average number of recurring injury crashes, especially for vehicles turning onto or crossing S.R. 3. Approximately 7,000 vehicles travel through this intersection each day.
The preferred alternative for this project will convert the existing intersection into a single-lane roundabout. Proposed roadway elements include 12-foot travel lanes with a mix of open and curbed shoulders. The roundabout will include raised concrete islands, a center truck apron, and outside truck aprons to accommodate school buses, semi-trucks, and farm machinery. Additionally, the project will install new curbs and gutters, a stormwater system, new roadside ditches, and improve sight distance.
The maintenance of traffic (MOT) plan will include a full closure of S.R. 3, utilizing a detour which includes S.R. 26, I-69, and U.S. 35. Additionally, a full closure of Eaton-Wheeling Pike will be required with a detour that includes N. Walnut Street, E. 1000 N. Road, and S. Rony Street. No pedestrian MOT is planned due to the absence of existing pedestrian facilities at the intersection. The detours will occur in phases, each lasting between one month and one and a half months. Construction is scheduled to occur in 2028.
The project will require approximately 1.275 acres of permanent right of way (ROW), and approximately 0.192 acre of temporary ROW. The project will disturb approximately 1.75 acres of terrestrial habitat due to construction of the single-lane roundabout. Disturbed areas will be re-seeded after construction to return the site as close as possible to pre-construction conditions. No trees are anticipated to be removed.
The costs associated with this project are $3,479,086; which includes preliminary engineering, ROW acquisition, and construction with both federal and state funds anticipated to be used. The Federal Highway Administration (FHWA) and INDOT have agreed that each of these projects falls within the guidelines of a Categorical Exclusion (CE) Level 2 environmental document.

Public statements for the record will be taken as part of the public hearing procedure. All verbal statements recorded during the public hearing and all written comments submitted prior to, during, and for a period of two (2) weeks following the hearing date will be evaluated, considered, and addressed in subsequent environmental documentation.
