Notice is hereby given by the Mayor and Borough Council of the Borough of Mont Alto, Franklin County, Pennsylvania, that the Borough Council will consider a proposed ordinance for adoption at the regularly scheduled public meeting of the Council of the Borough of Mont Alto on May 4, 2026, at 6:30 p.m. at the Borough Hall in the Borough of Mont Alto. The title of the proposed Ordinance is "AN ORDINANCE OF THE BOROUGH OF MONT ALTO, FRANKLIN COUNTY, PENNSYLVANIA, INCREASING THE RATES TO BE CHARGED FOR ELECTRIC SERVICE AND ESTABLISHING RELEVANT RULES AND REGULATIONS" SECTION I. Purpose. The Borough of Mont Alto is increasing electric rates. SECTION II: Interpretation. This Ordinance sets requirements and imposes stricter restrictions that will take precedence. SECTION III. Rate Change. The Borough raises electric rates by 8% on average. See Schedules for additional details attached to the Ordinance. SECTION IV. Purchased Power Adjustment (PPA). The Ordinance establishes a Purchased Power Adjustment added or subtracted from customers' monthly electric bills. The PPA rate is calculated per kilowatt-hour using a formula that accounts for forecasted purchased power costs, discretionary costs, forecasted energy sales, and the portion of purchased power costs included in base rates (currently $0.0736 per kWh, effective June 2026). SECTION V. Service Lines. Service lines may be installed aboveground or underground. SECTION VI. Repealer. All provisions of previous Ordinances of the Borough of Mont Alto which are contrary to this Ordinance are expressly repealed. SECTION VII. Savings Clause. In all other respects, the Ordinances of the Borough of Mont Alto shall remain as previously enacted and ordained. SECTION VIII. Severability. The provisions of this Ordinance are severable and if any of its sections, clauses, or sentences shall be held illegal, invalid, or unconstitutional, such provisions shall not affect or impair any of the remaining sections, clauses, or sentences. SECTION IX. Effective Date. This Ordinance shall take effect immediately. A certified copy of the Ordinance shall be filed with the System.
