LEGAL NOTICE
The following are summaries of ordinances and resolutions adopted by Canton City Council on Apr. 13, 2026. The complete text of the ordinances or resolutions may be obtained for 10 cents per page or viewed free at the office of the Clerk of Council in City Hall, 218 Cleve. Ave. S.W., Canton, Ohio 44702, during non holiday weekdays from 8:00 a.m. to 4:30 p.m.
Ordinance No. 59/2026
Council accepts the annexation of the territory known as The 2100 38th St NW – 2025 Annexation containing approx. 2.865 acres of land per the legal description (Ex. A) and the map (Ex. B). Said annexed land from Plain Twp. shall be assigned to Ward 7 and zoned R-4 (Multi Family Residential District). Adopted as an emergency.
Ordinance No. 60/2026
The Mayor or Safety Director is authorized to: enter into agreement for and accept $105,108 in grant funds from the Office of Criminal Justice Services and to enter into contract for the purchase of sixty body-worn cameras, software, warranties, storage and transfer station from Motorola Inc. in accordance with any procurement process authorized by law. The Auditor is authorized to rename fund 2771 2019 Edward Byrne Memorial Grant to 2771 OCJS FY26 Body Worn Camera Grant Fund (Fund) to receive and appropriate the grant. Appropriation Ord. No. 51/2026 is amended by making the supplemental appropriations of $105,108 from the Unappropriated Balance (UB) 2771 Fund and from the UB of 1001 General Operating Fund and the inter-fund advance of $105,108 from 1001 Advance Out to Other Fund to 2771 Advance In. Adopted as an emergency.
Resolution No. 61/2026
The Mayor or Service Director is authorized to apply for a WPCLF loan for the West Tuscarawas Street Safety Project Ph 1, GP 1165, sign all documents for and enter into a supplemental WPCLF with the Ohio EPA and the Ohio Water Development Authority for planning, design and/or construction of wastewater facilities on behalf of the city of Canton, Ohio. The dedicated source of repayment will be Sanitary Sewer Enterprise Funds. Adopted as an emergency.
Resolution No. 62/2026
The Mayor or Service Director is authorized to apply for a WPCLF loan for the Elgin Ave. NW Neighborhood Improvement Project, GP 1478, sign all documents for and enter into a supplemental WPCLF with the Ohio EPA and the Ohio Water Development Authority for planning, design and/or construction of wastewater facilities on behalf of the city of Canton, Ohio. The dedicated source of repayment will be Sanitary Sewer Enterprise Funds. Adopted as an emergency.
Resolution No. 63/2026
The Mayor or Service Director is authorized to apply for a WPCLF loan for the Schroyer Ave SW Sanitary Sewer Replacement, GP 1380 Project, sign all documents for and enter into a supplemental WPCLF with the Ohio EPA and the Ohio Water Development Authority for planning, design and/or construction of wastewater facilities on behalf of the city of Canton, Ohio. The dedicated source of repayment will be Sanitary Sewer Enterprise Funds. Adopted as an emergency.
Resolution No. 64/2026
The Mayor or Service Director is authorized to apply for a WPCLF loan for the Navarre RD SW Trunk Sewer, GP 1491 Project, sign all documents for and enter into a supplemental WPCLF with the Ohio EPA and the Ohio Water Development Authority for planning, design and/or construction of wastewater facilities on behalf of the city of Canton, Ohio. The dedicated source of repayment will be Sanitary Sewer Enterprise Funds. Adopted as an emergency.
Resolution No. 65/2026
The Mayor or Service Director is authorized to apply for a WPCLF loan for the 42-Inch West Side Interceptor Rehabilitation, GP 1442 Project, sign all documents for and enter into a supplemental WPCLF with the Ohio EPA and the Ohio Water Development Authority for planning, design and/or construction of wastewater facilities on behalf of the city of Canton, Ohio. The dedicated source of repayment will be Sanitary Sewer Enterprise Funds. Adopted as an emergency.
Resolution No. 66/2026
The Mayor or Service Director is authorized to apply for a WPCLF loan for the 42-Inch East Side Interceptor Rehabilitation, GP 1441, sign all documents for and enter into a supplemental WPCLF with the Ohio EPA and the Ohio Water Development Authority for planning, design and/or construction of wastewater facilities on behalf of the city of Canton, Ohio. The dedicated source of repayment will be Sanitary Sewer Enterprise Funds. Adopted as an emergency.
Resolution No. 67/2026
The Mayor or Service Director is authorized to apply for a WPCLF loan for the Water Reclamation Facility Raw Pump Replacement, sign all documents for and enter into a supplemental WPCLF with the Ohio EPA and the Ohio Water Development Authority for planning, design and/or construction of wastewater facilities on behalf of the city of Canton, Ohio. The dedicated source of repayment will be Sanitary Sewer Enterprise Funds. Adopted as an emergency.
Resolution No. 68/2026
The Mayor or Service Director is authorized to apply for a WPCLF loan for the Water Reclamation Facility Membrane Replacement Project, sign all documents for and enter into a supplemental WPCLF with the Ohio EPA and the Ohio Water Development Authority for planning, design and/or construction of wastewater facilities on behalf of the city of Canton, Ohio. The dedicated source of repayment will be Sanitary Sewer Enterprise Funds. Adopted as an emergency.
Resolution No. 69/2026
The Mayor or Service Director is authorized to apply for a WPCLF loan for the Water Reclamation Facility Electrical Improvements Project, sign all documents for and enter into a supplemental WPCLF with the Ohio EPA and the Ohio Water Development Authority for planning, design and/or construction of wastewater facilities on behalf of the city of Canton, Ohio. The dedicated source of repayment will be Sanitary Sewer Enterprise Funds. Adopted as an emergency.
Ordinance No. 70/2026
The Mayor or Service Director is authorized to enter into Change Order No. 1 and Final with Burgess & Niple Ltd. in an amount not to exceed $69,500 for the Sugar Creek Water Treatment Plant Renovation Project. The Auditor is authorized to pay all moral obligations related to this change order. Adopted as an emergency. Ordinance No. 71/2026
The Mayor or Service Director is authorized to enter into Change Order No. 8 with S.E.T., Inc. for the STA – 11th St SE Improvements, PID 90465, GP 1144 for a net deduct of $1,476.56. The Final 2026 Appropriation Ord. is amended by making the following appropriation transfer $24,704.69 from 5413 Fresh Mark Ph 2 – Other to 5413 11th St. Improv Project, G 1144 – Other and the supplemental appropriation of $98,818.75 from the Unappropriated Balance of 5446 11th St. Improv Project Fund. The Auditor is authorized to pay all moral obligations related to this change order. Adopted as an emergency.
Ordinance No. 72/2026
The Auditor is authorized to utilize the previously established 5255 Middlebranch Waterline Extension Project Fund (Fund) to receive all loan and revenue proceeds and track project expenses in the amount of $720,787.30. The 2026 Final Appropriation Ord. is amended by making the supplemental appropriation of $720,787.30 from the Unappropriated Balance of 5255 Fund. Adopted as an emergency.
