The City Council meeting was called to order at 6:00 p.m. with Mayor Tom Brown presiding.
Present at Roll Call: Lisa Hollis, Steve Burich, Dustin Dalton, Chuck Rigby, Lane Shaver
Absent: None
Other City Officials Present: City Administrator Kristen Renslow, Library Director Angie Strong, Police Chief Rick Tasler, Public Works Director Scott Church, and Firefighter Kolton Louk
Motion by Councilperson Shaver, second by Councilperson Rigby to approve the agenda for April 20, 2026.
Ayes: Hollis, Burich, Dalton, Rigby, Shaver Motion Carried
No members of the Council wished to declare conflict of interest. Mayor Brown declared no conflict of interest.
Motion by Councilperson Shaver, second by Councilperson Burich to open the public hearing on City of Madrid Budget and Certifying Taxes for the Fiscal Year Ending June 30, 2027.
Ayes: Hollis, Burich, Dalton, Rigby, Shaver Motion Carried
There were no oral or written objections.
Motion by Councilperson Rigby, second by Councilperson Shaver to close the public hearing.

Motion by Councilperson Rigby, second by Councilperson Shaver to approve Resolution No. 89-25-26, Resolution Adopting the City of Madrid Budget and Certifying Taxes for the Fiscal Year Ending June 30, 2027.

Don Lincoln provided an update on the Madrid Area Chamber of Commerce.
Discussion was held on proposed Ordinance No. 521. The Council would like to move forward including changes to the ordinance.
Motion by Councilperson Rigby, second by Councilperson Hollis to approve Resolution No. 90-25-26, Resolution Setting a Date for a Public Hearing on an Ordinance to Amend the Code of Ordinances of the City of Madrid, Iowa, 2018, by Amending Title IV, Mental and Physical Health, Chapter 1 Animal Control (Ordinance No. 521).

Discussion was held regarding sump pump discharge regulations. The Council would like to move forward with the development of an ordinance.
Discussion was held on potential land division and sale of the southern panhandle of city owned parcel number 088225312386080. The Council decided not to proceed at this time.
Discussion was held on upgrading electrical panels for community events.
Motion by Councilperson Rigby, second by Councilperson Burich to approve Kybo rental with Portable Pro, Inc in the amount of $5,595.00.

Motion by Councilperson Rigby, second by Councilperson Shaver to approve Polar Leasing Company, Inc. refrigeration rental agreement in the amount of $1,690.00.

Motion by Councilperson Rigby, second by Councilperson Dalton to approve quote for stage from Iowa Sound LC in the amount of $14,975.00.

Motion by Councilperson Rigby, second by Councilperson Shaver to approve Fireworks contract with Boxholm Community Fire Department.

Library Director Strong provided a Library update.
Chief Tasler provided a department update.
Firefighter Kolton Louk provided a department update.
Motion by Councilperson Rigby, second by Councilperson Dalton to approve to use $4,276 from the Fire Department budget to match the Boone County Community Foundation grant for the purchase of three sets of turnout gear.

Public Work Director Church provided a department update.
Motion by Councilperson Rigby, second by Councilperson Dalton to approve request for quotes Edgewood Park basketball court reconstruction and installation project.

Motion by Councilperson Shaver, second by Councilperson Burich to approve appointment of Bryce Duling to the Senior Activities Commission (current term open 4/20/2026 – 6/30/2026 and from 7/1/2026 – 6/30/2031).
