EXPAND TERMINAL APRON

The City of Madison is requesting sealed bids for construction. All bids shall be clearly marked “Expand Terminal Apron” May 27, 2026 on the outside of the envelope.
Bids may be submitted to the attention of Ruth Gibbons at Madison City Hall, 120 Montgomery Street, Madison, MS 39110, until 2:00 PM local time on Wednesday, May 27, 2026, or electronically via Central Bidding at https://www.centralbidding.com/ until 2:00 PM local time on Wednesday, May 27, 2026.
All bids will be publicly opened at 2:30 PM local time on Wednesday, May 27, 2026, at the Denson Robinson Public Services Complex, 1239 Highway 51, Madison, MS 39110.
Any bids received after the specified times will not be considered. The City of Madison reserves the right to reject any and all bids.
The work is generally described as follows:
Expansion of the existing terminal apron, including erosion control items, subgrade preparation, pavement expansion, grading & drainage improvements, sodding, pavement markings, and related incidental items.
The total contract time for the project is 180 consecutive calendar days. The Contractor shall commence construction (Phases 1 & 2) within 120 days of the Notice to Proceed, and shall complete all work (Phases 1 & 2) within 60 consecutive calendar days after the construction commencement date. Liquidated damages may be assessed for failure to complete phased work in the times shown in the contract documents.
A pre-bid conference is planned for this project on May 12, 2026 at 2:00 PM in the Conference Room at Madison Air Center, 7450 Old Canton Road, Madison, MS 39110. It is strongly recommended that prospective bidders attend the pre-bid conference.

Bidders attention is invited to the Instructions to Bidders relative to pre-award, equal employment opportunity requirements, and non-segregated facilities.
Bids must be submitted on the standard form of bid proposal and must include a Bid Bond in the amount of 5% of the Bid. The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract.
The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 90 calendar days after the scheduled closing time for receiving bids.
This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.
This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The owner has established a contract goal of 0 percent participation for small business concerns owned and controlled by qualified disadvantaged business enterprises (DBE). The bidder shall
make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet the established goal.

The award, if made, will be made to the party submitting the bid deemed most favorable to City of Madison at the time the conditions are stipulated. The City of Madison reserves the right to reject any and all bids and to waive any informalities or irregularities in the bids received.
