Sealed proposals will be received by the Municipal Water Authority of Aliquippa, Beaver County, Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:00 AM prevailing time on May 18, 2026 for:

SMOKE AND DYE TESTING AND CLEANING /
CLOSED CIRCUIT TELEVISING
(PHASE III)
The scope of work includes cleaning, closed-circuit television (CCTV) inspection, smoke testing, dye testing, and preparation of all associated inspection reports in accordance with the contract documents. The work consists of smoke testing of approximately 75,700 linear feet of mainline sanitary sewer; dye testing of approximately 1,300 residential structures and 60 commercial structures; and cleaning and CCTV inspection of approximately 75,700 linear feet of 8-inch through 15-inch diameter sanitary sewer mains.
All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $125.00 from QuestCDN using project number 8868568. Any technical questions regarding the bid documents are to be directed to LSSE. Bids will be publicly opened and read aloud via video conference. Interested parties may contact the Municipal Water Authority of Aliquippa for access information prior to the date and time identified herein.
Proposals must be upon the forms furnished by the Municipal Water Authority of Aliquippa. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Municipal Water Authority of Aliquippa to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.
The Municipal Water Authority of Aliquippa reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.
The Municipal Water Authority of Aliquippa shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Municipal Water Authority of Aliquippa may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Municipal Water Authority of Aliquippa has received all required approvals from other governmental agencies.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
