PUBLIC NOTICE AND REQUEST FOR PUBLIC COMMENT   PY 2024 (City FY25) CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR THE CITY OF WILMINGTON, DE   Notice is hereby given that the City of Wilmington’s Consolidated Annual Performance & Evaluation Report (CAPER) is available for review and comment from Wednesday, September 10, 2025 to Friday, September 26, 2025.   The City of Wilmington has prepared the PY 2024 (City FY25) CAPER in accordance with Title I of the National Affordable Housing Act of 1990, P.L. 101-625, and the regulations at 24 CFR Part 91.250. The report information includes: 1) Details of funds received from HUD for the Community Development Block Grant, HOME Investment Partnerships, Housing for Persons with AIDS (HOPWA) and Emergency Solutions Grant Programs; 2) Summary of resources and accomplishments; 3) Status of actions taken during the year to implement the goals outlined in the Consolidated Plan; and 4) Evaluation of the progress made in addressing identified priority needs and objectives.   The City will place the FY 2024 CAPER document on public display on the City’s website: www.wilmingtonde.gov.   Interested persons are encouraged to submit their comments on the CAPER via email by sending comments to realestatehousing@wilmingtonde.gov   Written comments on the CAPER will be considered until 4 p.m. September 29, 2025 by email or addressed to the Real Estate and Housing Office, 800 North French Street – 7th floor, Wilmington, DE 19801.
