
WESTCHESTER POWER COMMUNITY ENERGY PROGRAM - INFORMATION ABOUT NEXT TERM STARTING DECEMBER 1, 2025
This information is for eligible residents and small businesses in the Village and Town of Ossining, Croton, Peekskill and New Castle.
Westchester Power is a Community Choice Aggregation program administered by local non-profit Sustainable Westchester on behalf of participating communities. Westchester Power is the municipally selected default electricity supply option for these communities. It offers competitive, fixed rates for clean and renewable electricity as an alternative to variably-priced and fossil-fuel-based supply of the local utility.
Westchester Power is an "opt-out" program, meaning eligible participants must elect to opt out of enrollment into the program if they do not want to participate. Customers always retain the ability to select between our offered renewable energy choices, opt out, or opt back in at any point without fees or penalties.
To ensure the availability of a reliable fixed rate option for clean energy in these uncertain times, program electric supply for the next term has been bid out and awarded. Opt out letters will be mailed out in October.
Opt out periods for the municipalities are as follows:
Oct 16 - Nov 15: Ossining Village & Town, Peekskill, Croton
Oct 23 - Nov 22: New Castle

24-Month Term Starting December 1, 2025 (Effective 12/1/2025 – 11/30/2027)
Residential Rates:
50% Renewable: 11.810¢/kWh
100% Renewable: 12.260 ¢/kWh
Small Business Rates:
50% Renewable: 11.700 ¢/kWh
100% Renewable: 12.150 ¢/kWh
Con Edison average for the period 7/2024 to 6/2025
Village and Town of Ossining, Peekskill, Croton:
Residential: 10.888 ¢/kWh
Small Commercial: 10.336 ¢/kWh
Town of New Castle:
Residential: 10.828 ¢/kWh
Small Commercial: 10.266 ¢/kWh

Default product: Municipalities included in this program update all default to the 100% supply.
Customers will pay a premium for renewable supply services, though they will be contributing to NYS clean energy goals
