NOTICE OF INTENT TO ADOPT ORDINANCE
Notice is hereby given that the Board of Supervisors of Springfield Township, York County, Pennsylvania, will hold a public hearing and public meeting at their regularly scheduled meeting on October 13, 2025, at 6:00 p.m. at the Springfield Township Administrative Building at 9211
Susquehanna Trail South, Seven Valleys, PA 17360 to consider for adoption Ordinance No. 2025-01, entitled “AN ORDINANCE TO AMEND THE SPRINGFIELD TOWNSHIP SUBDIVISION AND LAND DEVELOPMENT ORDINANCE/CODE TO REVISE CERTAIN PLAN FILING PROCEDURES, MANNER OF NOTICE TO ADJOINING LANDOWNERS, AND AMENDING THE SPRINGFIELD TOWNSHIP ZONING ORDINANCE/CODE IN RELATION TO THE PLANNING COMMISSION’S REVIEW
OF LAND USE ISSUES” Section 1 amends the Code Section 425-8(preliminary plans) to require only 5 paper copies of plan and a digital PDF of the plan to be filed. Section 2 amends Code Section 425-8 to delete certified mail requirements. Section 3 amends Code Section 425-8 to allow First Class US Mail notice to adjoining properties with an affidavit/verification of service by the sender and the owner/developer shall post the notice at the property, photograph the notice and provide the photograph at the first meeting on the plan. Sections 4, 5, and 6 amend Code Section 425-9 (final plans) to mirror the amendments of Section 425-8, in sections 1, 2 and 3 above. Section 7 amends Code Section 425-11 to designate the Township Manager or an employee, to distribute plans. Section 8 amends Code Section of 425-11 to electronically distribute plans to Planning Commission members and retain one paper plan at the Township office. Section 9 amends Code Section 500-116 of the Zoning Code to require any zoning appeal, variance, special exceptions, challenges of validity of land use Code Sections, and any appeal from a stormwater management regulation to require a recommendation of the Planning commission be received and considered. Section 10 is a severability provision. Section 11 is a repeater provision. Section 12 provides the ordinance shall be effective immediately on enactment.
