ADVERTISEMENT FOR BIDS York County Solid Waste and Refuse Authority York County, Pennsylvania Blackbridge Road Transfer Station Construction General Notice NOTICE is hereby given that sealed bids will be received by the York County Solid Waste and Refuse Authority (hereinafter called the "Owner") for: Blackbridge Road Transfer Station Construction Bids for the Blackbridge Road Transfer Station Construction Contract will be received by the York County Solid Waste and Refuse Authority (YCSWA) online via PennBid, until 3:00 PM local time on Thursday, November 6, 2025, at which time the Bids received will be publicly opened and read aloud at the YCSWA Management Center (2700 Blackbridge Road, York, PA 17406). Bids shall be submitted online via the PennBid Program (https://pennbid.bonfirehub.com) by the date and time indicated in the Instruction to Bidders along with the Bid security and the other documents required to be submitted as identified herein. Bidding documents will only be distributed online at PennBid. The work includes the furnishing of all labor, materials and equipment necessary to complete the work as shown on the Drawings and as described in the Specifications. The building is designed and constructed for the purposes of receiving, off-loading and handling solid waste product. The building is a pre-engineered metal building structure with a concrete slab on grade suitable for heavy truck traffic, with a drive-through vehicle aisle, with overhead doors at each end; a seven [7] bay off-loading tipping floor with two [2] push walls; two [2] refuse pits and two [2] associated drive-through vehicle loading tunnels, with overhead doors at each end; a stair tower; and, an equipment room, an electrical / I.T. room, and, a fire sprinkler riser room. A mandatory Pre-Bid Conference will be held at the YCSWA Management Center (2700 Blackbridge Road, York, PA 17406) on Monday, September 29, 2025, at 10:00 a.m. Representatives of Owner will be present to discuss the Project. Bidders shall attend and are encouraged to participate in the Conference. YCSWA will transmit to all Plan Holders of record such Addenda as the Owner considers necessary in response to questions arising at the Conference. Bidders must bring/wear hard hats, safety glasses, safety vests, and steel toe shoes to be able to participate in a site visit after conference. Bids will be received for a four separate prime Contracts, listed below. Bids shall be on a lump sum basis as indicated in the Bid Form. • Contract 1 – General Construction • Contract 2 – HVAC • Contract 3 – Plumbing/Fire Suppression • Contract 4 – Electrical Bidding documents will be made available at no cost via the PennBid Program (https://pennbid.bonfirehub.com) on or after Monday, September 15, 2025. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via the PennBid Program in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. No questions will be answered proceeding the Request for Information (RFI) deadline provided on PennBid. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Public Works Contract Regulation Law Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Bidders must comply with all State antibid-rigging regulations pertaining to Work associated with this Project and will be required to submit an executed non-collusion affidavit with the bid. The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award.
