PUBLIC NOTICE
NOTICE IS HEREBY GIVEN that Naceville Materials Joint Venture, 350 South Main Street, Suite 207, Doylestown, PA 18091, has made application to the Department of Environmental Protection, Pottsville, PA, for a National Pollutant Discharge Elimination System (NPDES) Permit Renewal to its Noncoal Surface Mining Permit (SMP) No. 09890303. Plumstead Materials is located in Plumstead Township, Bucks County. The NPDES Permit Renewal application seeks to renew existing NPDES Permit No. PA0594661 for an additional five year period and to increase the permitted discharge limit from 0.66 MGD to 1.0 MGD.
The site is located at 5031 Point Pleasant Pike, Doylestown, PA 18902, which is situated off Point Pleasant Pike between Valley Park Road and State Route 413. More specifically the permit area is located 22 inches north and 16.5 inches west from the bottom right corner of the Buckingham, PA U.S.G.S 7.5’ Topographic Quadrangle Map. Discharge from the permit area is to an unnamed tributary to the North Branch of Neshaminy Creek, classified as Warm Water Fish (WWF) and Migratory Fish (MF).

Written comments, objections or requests for public hearings or informal conferences regarding the application may be directed to the DEP, Pottsville District Mining Office, 5 West Laurel Boulevard, Pottsville, PA 17901, up to and including thirty (30) days after the fourth publication, or no later than November 11, 2025. The correspondence must include the person’s name, address, telephone number, and a brief description as to the nature of the objection.
