PUBLIC NOTICE OF REQUEST FOR PROPOSALS/QUALIFICATIONS FOR CONSTRUCTION OF NEW COUNTY JAIL Notice is hereby given that the Board of Commissioners of the County of Owen (the “Board”), which serves as the legislative and executive body of Owen County, Indiana (the “County”), will receive proposals/offers for a public-private agreement to develop and construct a new jail within the County in a public-private partnership, pursuant to the applicable provisions of the Indiana Code, including, but not limited to, Indiana Code Section 5-23. Proposals in response to this Request for Proposals/Qualifications (the “RFPQ”) shall be received by the Board via email at sheila.reeves@owencounty.in.gov until 2:00 p.m. local time on October 8, 2025. The detailed RFPQ and related requirements, terms, and conditions are available at the County Courthouse, located at 60 S. Main Street, Auditor’s Office, Room 201, Spencer, Indiana 47460. An electronic version of the RFPQ may be obtained by emailing Sheila Reeves, County Auditor, at sheila.reeves@owencounty.in.gov. Proposals/offers will be reviewed, the Board will recommend approval of a proposer/offeror for the public-private agreement, hold a public hearing on such award, and then determine whether to approve the award to such proposer/offeror. Any potential proposer/offeror may inquire further for the purpose of clarification to assure a full understanding of the requirements by submitting written questions to the Board’s representative via email to Sheila Reeves, County Auditor at sheila.reeves@owencounty.in.gov. The Board reserves the right to reject and/or cancel any and all proposals/offers, to reject proposals/offers that do not meet the qualifications outlined in the RFPQ, and to waive any formalities or irregularities in the disposition process or in any proposal/offer. The Board further reserves the right to reject all proposals/offers, should the Board determine that the proposals/offers are not in the best interest of the County. The Board reserves the right to have discussions with the proposers/offerors for the purpose of clarification to assure full understanding of and responsiveness to the solicitation requirements.
