NOTICE OF PUBLIC HEARINGS   THE PENDER COUNTY BOARD OF COMMISSIONERS WILL HOLD PUBLIC HEARINGS AS FOLLOWS:   DATE OF HEARINGS: October 20, 2025 TIME OF HEARINGS: 6:00 p.m. LOCATION OF HEARINGS: The public hearing noted will be held in the Hampstead Annex, located at 15060 US Hwy 17 Hampstead, NC 28443.   The Pender County Unified Development Ordinance (UDO) (Art. 11.1.) states that, “A county shall not rename a road or reassign street numbers on a road until it has held a public hearing on the matter.” This item is regarding a private road named CAPPS ROAD, which is off Scotts Hill Loop Rd in Commissioner District 2, Wilmington, NC 28411. The same citizen owns the access easement and all three lots which have legal, deeded access to the easement. The landowner has petitioned the county to decommission the road name to deter motorists from entering private property. There are three homes located on the road which, if approved, will have their addresses changed to Scotts Hill Loop Road. The Board of County Commissioners is asked to consider the following:   • To decommission the private road CAPPS ROAD.
