Sealed proposals will be received for the project herein listed at the administrative offices of the City of Dover, 110 East 3rd Street in Dover, Ohio 44622 until 11:00 A.M. Local prevailing time on November 7, 2025, after which time no additional bids will be accepted, and at which time they will be opened and read aloud.

Storm Water Construction Project - 2025
The project consists of furnishing all labor, materials and equipment necessary to, but not limited to the following: demo (2) existing headwalls, install 2,403 LF of 42” ADS N-12, and 930 LF of 48” ADS N-12 storm sewer, jack and bore, (2) storm vaults, (9) storm manholes, 20,206 CY of excavation, 12” waterline relocation and seeding and mulching.
Contract plans and specifications were prepared by Diversified Engineering, Inc., 175 Ray Ave. NE, New Philadelphia, OH 44663 (330.364.1631) from which bidding documents are available, at a cost of $50.00, not refundable, payable to Diversified Engineering, Inc. by check or money order only. An additional fee is applicable if requesting mailing of the bidding documents. Bids will not be accepted from bidders who have not obtained plans and specifications from Diversified Engineering, Inc.
A pre-bid meeting will be held on October 27th 2025 at 10:00 A.M. at the administrative offices of the City of Dover.
Each bidder is required to furnish with its proposal a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.
Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity.
Bidders must comply with the prevailing wage rates on Public Improvements in Tuscarawas County, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, 614.644.2239.
Bids shall be subject to the condition that the right is reserved to hold bids for a period not longer than 60 days after date of opening and to award at any time during that period.
The OWNER reserves the right to reject any and all bids, or to increase, to decrease or omit any items or items and/or to award to the lowest and responsible, responsive bidder. The OWNER reserves the right to waive any informalities or irregularities in the Bid received.
