NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE that on February 24, 2025, the Borough Council of the Borough of Sayreville adopted Resolution No. 2025-68 authorizing and directing the Sayreville Planning Board to undertake a preliminary investigation to determine whether the following properties qualify as an area in need of redevelopment pursuant to the New Jersey Local Redevelopment and Housing Law (N.J.S.A.40A:12A-6):
16 properties identified as Blk 246, Lots 1, 1.02, 1.04, 1.05, 1.06, 1.07, 1.08, 2.02, 2.04, 2.11; Blk 247, 1.03; Blk 247.02, Lots 1.01 and 1.03; and, Blk 251, Lots 1.01, 2.01 and 2.02; all located on either side of North and South Crossman Road, inclusive of any and all streets, paper streets, private drives and right of ways.
Veena Sawant, Professional Planner, was retained to assist the Planning Board in its investigation of the subject properties. Ms. Sawant prepared a report titled Preliminary Investigation for Determination of an Area in Need of Redevelopment without Condemnation.
PLEASE TAKE FURTHER NOTICE that the Sayreville Planning Board (the “Board”) will conduct a public hearing on Wednesday, November 5, 2025 at 7:30 p.m. in the Council Chambers, 3rd Floor located at 167 Main Street, Sayreville. to undertake a preliminary investigation of the aforementioned properties pursuant to N.J.S.A. 40A:12A-6 and to determine if said properties constitute an Area in Need of Redevelopment without condemnation. At the hearing, the Board will hear testimony from Veena Sawant, Professional Planner.
At said hearing, the Planning Board will receive and consider public comments on the matter. Additionally, the meeting is for the Board to hear the comments and answer the questions of persons who are interested in, or would be affected by, a determination that the delineated area qualifies as an area in need of redevelopment and all such persons may be heard at the time and place scheduled for hearing identified herein.
The redevelopment area study or determination shall not authorize the municipality to exercise the power of eminent domain in order to acquire any property in the delineated area, and the Redevelopment Area shall be a “Non-Condemnation Redevelopment Area”. Therefore, any redevelopment area determination pursuant to Resolution adopted by the Sayreville Borough Council shall authorize the Borough of Sayreville to use all those powers provided by the Legislature for use in a redevelopment area, other than the power of eminent domain (non-condemnation redevelopment area).
A copy of the map (appended to which is a statement setting forth the basis for the investigation) delineating the boundaries of the proposed redevelopment area (as described hereinabove) and a copy of the Preliminary Investigation for Determination of an Area in Need of Redevelopment without Condemnation prepared by Ms. Veena Sawant dated November 2025 have been prepared and are on file in the office of the Borough Clerk located in the Sayreville Borough Hall, 3rd Floor 167 Main Street, Sayreville and the office of Planning Board, located in the Sayreville Borough Hall, 2nd Floor at 167 Main Street, Sayreville and may be reviewed and inspected between the hours of 9:00 a.m.- 3:00 p.m., Monday through Friday.
