NOTICE OF SPECIAL DISTRICT MEETING CLARKSTOWN CENTRAL SCHOOL DISTRICT ROCKLAND COUNTY, NEW YORK DECEMBER 10, 2025   NOTICE IS HEREBY GIVEN that the combined library budget vote PUBLIC HEARING of the qualified voters of the Clarkstown Central School District will be held on Tuesday, December 2, 2025, at 7:00 p.m. at the New City Library for the presentation of the combined library budget documents. See https://westnyacklibrary.org or https://newcitylibrary.org for meeting information. Copies of the budget documents will be made available electronically commencing Tuesday, November 26, 2025 at https://newcitylibrary.org, https://westnyacklibrar y.org and https://www.ccsd.edu/boe/district-clerk.   FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a resolution adopted by the Board of Education on October 16, 2026, a Special Meeting of the qualified voters of the CLARKSTOWN CENTRAL SCHOOL DISTRICT, ROCKLAND COUNTY, NEW YORK, for the purpose of voting on the New City and West Nyack Libraries Annual Budget for the 2026-2027 school year, will be held on Wednesday, December 10, 2025, between the hours of 9:00 a.m. and 9:00 p.m. (local time) at the following locations in said District:      1. New City Library, 220 North Main Street,           New City, NY.      2. West Nyack Free Library, 65 Strawtown Road,           West Nyack, NY.        PLEASE NOTE that two new voting districts have been      created for this library vote only, incorporating Elec-      tion Districts Nos. 1, 2 and 3 into one voting district,      the voting for which is to take place at the New City      Library, and the voting for Election District No. 4, is to      take place at the West Nyack Free Library. Therefore,      if you have voted at the Street School Community      Center, the Congers Community Center or the Chest-      nut Grove Administrative Center in past school      district elections or other meetings, you will now vote      at the New City Library for this Special Meeting. If you      voted at the St. Francis of Assisi Parish Center or      Clarkstown Reformed Church in past school district      elections or special meetings, you will now vote at the      West Nyack Free Library for this Special Meeting.   FURTHER NOTICE IS HEREBY GIVEN that in the event of inclement weather, the alternate date of Wednesday, December 17, 2025, is established.   The polls will be opened to vote upon the following:        1. The estimated expenditures (combined library           budgets) for the ensuing school year (2026-2027           and authorizing the levy and collection of neces-           sary taxes thereof (Proposition 1): PROPOSITION           NO. 1 – Approving Annual Combined Library           Budgets for 2026-2027 Fiscal Year:             RESOLVED, that the Board of Education of the           Clarkstown Central School District of the Town of           Clarkstown, Rockland County, New York, is autho-           rized to raise by taxation in the 2026-2027 fiscal           year $135,437 more than in the 2025-2026 fiscal           year to make a fiscal year appropriation of           $7,745,410 for free public library service within the           School District, of which $1,461,729 shall be for the           support of the West Nyack Free Library and           $6,283,681 for the support of the New City Free           Library.   PLEASE TAKE FURTHER NOTICE that each person entitled to vote must register. The following persons shall be eligible to vote: All persons who shall have presented themselves personally for registration in accordance with section two thousand fourteen of the Education Law and all persons who shall have been previously duly registered for an annual or special meeting or election, who are qualified to vote and who shall have voted at any annual or special meeting or election held or conducted during the four (4) calendar years (2021-2024) and who are not disqualified from voting for any reason set forth in New York State Election Law Section 5-106. In addition, all persons who are registered to vote pursuant to Article 5 of Election Law of the State of New York shall be eligible to vote.   A qualified voter may also properly register by filing an application with the Department of Motor Vehicles online by utilizing the following link https://dmv.ny.gov/more-info/electronic-voter-registration-application or by mail through the Rockland County Board of Elections. Any qualified voter of the District who is in doubt as to whether she/he is registered to vote at the December 10, 2025, should use the Voter Information Portal at https://vip.ntsteamed.com/ (note new voting areas at libraries for this library budget vote) or contact the District Clerk via email at districtclerk@ccsd.edu. Personal registration dates, hours, and locations are as follows:   WEEKDAYS, until December 3, 2025, from 8:30 a.m. to 4:00 p.m., prevailing time, when school is in session, at the Office of the District Clerk, located in Chestnut Grove Administrative Center, 62 Old Middletown Road, New City, New York.   The Board of Registration will meet during the election held in the District on December 10, 2025, at the library locations listed above where the Special Meeting is held for the purpose of preparing a register for meetings or elections held subsequent to this Special Meeting.   PLEASE TAKE FURTHER NOTICE that the register will be open for inspection by a qualified voter of the School District in the Office of the Clerk of the School District, located in the Chestnut Grove Adminis¬trative Center, 62 Old Middletown Road, New City, New York, beginning on Friday, December 5, 2025, between the hours of 8:30 a.m. and 4:00 p.m., prevailing time, on each of the five (5) days prior to the day set for the New City and West Nyack Annual Budget Vote, except Sunday, and on Saturday, December 6, 2025, from 9:00 a.m. to 11:00 a.m.   FURTHER NOTICE IS HEREBY GIVEN that copies of the Annual Library Budgets for the 2026-2027 school year and the text of the propositions will be available during the fourteen (14) days immediately preceding the Special Meeting (beginning Wednesday, November 26, 2025) at the offices of the Director or Clerk of each Library District. At the New City Library between the hours of 9:00 a.m. and 9:00 p.m. Monday through Thursday, 11:00 a.m. and 6:00 p.m. Friday, 9:00 a.m. and 5:00 p.m. Saturday, and 12:00 p.m. and 5:00 p.m. Sunday; and at the West Nyack Library between the hours of 9:30 a.m. - 9:00 p.m. Monday through Thursday, 9:30 a.m. and 5:00 p.m. Friday, 9:30 a.m. and 5:00 p.m. Saturday and 1:00 p.m. and 5:00 p.m. Sunday, and by emailing the District Clerk at lcrosbie@ccsd.edu and between the hours of 10:00 A.M. and 2:00 P.M., prevailing time, at each schoolhouse within the School District, except Saturday, Sunday or holidays.   PLEASE TAKE FURTHER NOTICE that applications for absentee ballots will be available for the New City and West Nyack Libraries Annual Budget Vote. Applications for the absentee ballots may be received by the District Clerk no earlier than the 30th day before the election for which it is sought. Applications for absentee ballots are available in the Office of the District Clerk, at the Chestnut Grove District Offices and on the District’s website at: www.ccsd.edu. To have an absentee ballot mailed to your home, an applicable completed and signed application must be in the District Clerk’s Office no later than December 3, 2025 (at least seven (7) days before the election). Application for an absentee ballot may be made in person from 8:30 a.m. and 4:00 p.m. at the Office of the District Clerk until December 9, 2025 (the day before the election), if the ballot is to be delivered personally to the voter or the voter’s designated agent. The right to vote by absentee ballot will be subject to the approval of the Board of Registration, or the District Clerk or designee, as applicable.   Absentee ballots will be issued to persons who are registered voters and whose registration record has been marked "permanently disabled" by the Board of Elections. Absentee ballots must be received by the District Clerk no later than 5:00 P.M., prevailing time, on December 10, 2025.   A list of all persons to whom absentee ballots shall have been issued will be available for inspection to qualified voters of the District in Office of the District Clerk Commencing with the issuance of the first of such ballots and on each of the five days prior to the day of the election (except Sunday), between the hours of 8:30 a.m. and 4:00 p.m. weekdays, when school is in session, and on Saturday, December 6, 2025, between the hours of 9:00 a.m. and 11:00 a.m. The list will also be available at the polling places on December 10, 2025. Absentee ballots will be accepted in the Office of the District Clerk at the Chestnut Grove District Offices no later than 5:00 p.m. on December 10, 2025. Any ballot received after that time will not be counted.   QUALIFICATIONS FOR VOTING: 1. A person shall be a citizen of the United States; 2. Eighteen or more years of age; 3. A resident of the District for a period of thirty days or more next preceding the election at which he or she offers to vote; 4. Must be registered to vote.   PLEASE TAKE FURTHER NOTICE that the vote on all propositions of the aforesaid Special Meeting for the New City and West Nyack Libraries Annual Budget Vote for 2026-2027 Fiscal Year on December 10, 2025. will be conducted by ballot and ballot boxes.
