Notice to Bidders
Sealed bids for the items listed below will be received at the Monroe County Legal Department, Monroe County Courthouse, 100 W. Kirkwood Avenue, Room 220, Bloomington, Indiana 47404, until 10:00 am E.S.T., on Thursday, November 13, 2025 and will be opened and read aloud via virtual Teams Meeting at 1:00 pm EST by representatives of the Monroe County Highway Department in the Monroe County Highway Garage, Conference Room, 5900 W Foster Curry Dr, Bloomington, Indiana 47403.
Any bid received after this time will be returned unopened. Bids transmitted by facsimile machine or e-mail will not be accepted.
MONROE COUNTY HIGHWAY DEPARTMENT
Redbud Heights Drainage Improvements
Bidder shall provide cost to furnish and install all drainage infrastructure improvements as illustrated in the project plans, prepared by Bledsoe Riggert Cooper James (BRCJ). Roadways to receive drainage and paving improvements are East Dutcherman Drive, and Beverly Court
Copies of the Instructions to Bidders, the Specifications, and all necessary bid forms may be obtained from the Monroe County Highway Department, Monroe County Stormwater Program office, or the Monroe County Legal Department.
Digital Copies of the bid documents may be obtained from BRCJ (812) 336-8277, attention Tena Kern, tkern@brcjcivil.com on or after October 30, 2025. Only complete sets of documents will be distributed. There is no charge for digital documents.
All Bids must be accompanied by (1) certified check, or (2) a bid bond payable to the Monroe County Treasurer, in an amount equal to ten percent (10%) of the total amount of the bid. The certified checks and bonds of the unsuccessful bidders will be returned to them upon award of the contract to the successful bidder. All bids must include Contractor’s Bid for Public Work -Form 96.
The Owner reserves the right to accept or reject any Bid, or portion of the Bid, and to waive any irregularities in the bidding. All bids may be held for a period not to exceed 60 days, or as otherwise stated in the Contract Documents before awarding the contract.
All out-of-state corporations must have a certificate of authority to do business in the State. Application forms may be obtained by contacting the Secretary of State, State of Indiana, Statehouse, Indianapolis, Indiana 46204.
All bidders shall comply with Chapter 275 of the Monroe County Code, the Responsible Bidder Ordinance.
Bid date/time: Sealed bids will be received by the Monroe County Legal Department, 100 W. Kirkwood Avenue, Room 220, Bloomington, Indiana 47404, until 10:00 am E.S.T., on Thursday, November 13, 2025. Bids can be dropped off Monday thru Friday, 8:00 am to 4:00 pm. Bids will be opened and read aloud in the Highway Garage Conference Room at 1:00 pm by representatives of the Monroe County Highway Department. For persons not being able to attend in person, the link for the virtual meeting will be provided in the bid documents.
