Overview
On an annual basis, the City of West Palm Beach is an entitlement recipient of federal funds from the U.S. Department of Housing and Urban Development (HUD) to support various housing and community development initiatives under the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships Program (HOME), and the Housing Opportunities for Persons with AIDS Program (HOPWA).
In accordance with 24 CFR 91.505, the City of West Palm Beach is submitting a substantial amendment proposing the following changes to various Annual Action Plans:
PY 2024 Annual Action Plan
Reallocate CDBG funds of $155,861.00 from Public Services to fund eligible Public Facilities/Improvement projects.
Reallocate HOPWA funds of $32,742.39 from Supportive Services to Tenant-Based Rental Assistance.
Reallocate HOPWA funds of $75,622.94 from Project Sponsor Administration to Tenant-Based Rental Assistance.
Reallocate HOPWA funds of $82,197.00 from Grantee Program Administration to Tenant-Based Rental Assistance.
PY 2025 Annual Action Plan
Budget anticipated CDBG program income of $60,000.00 in the PY 2025 Annual Action Plan; and
Program unallocated HOME program income funds of $115,858.00 to fund eligible New Construction/Housing Development projects.

Public Comment
Federal regulations require the City to provide the public with reasonable notice and an opportunity to comment on any substantial amendments in accordance with 24 CFR 91.105. The 30-day comment period will commence on November 8, 2025 and end on December 8, 2025. A detailed description of the proposed substantial amendment is located at the Department of Housing and Community Development (HCD), 401 Clematis Street, 3rd Floor, West Palm Beach, FL 33401, between the hours of 8:00 a.m. and 5:00 pm – Monday thru Friday. In addition, the substantial amendment has been posted to the City's website at https://www.wpb.org/Departments/Housing-Community-Development/Reports-and-Notices.
The public is encouraged to comment upon the proposed substantial amendment by submitting written comments to Housing and Community Development at P.O. Box 3366, West Palm Beach, FL 33402 or to Ksspence@wpb.org. Prior to the adoption, the City of West Palm Beach will hold a public hearing on the proposed amendment. The meeting will take place on Monday, December 8, 2025, at 5:00 PM in the Commission Chambers located at 401 Clematis Street, 1st Floor, and West Palm Beach, FL 33401. Interested parties are encouraged to attend and participate.
The City of West Palm Beach will consider any comments or views from residents, agencies, or other interested parties received in writing or orally at Public Hearings, where applicable, in preparation of the final amendment.
