PUBLIC NOTICE
NOTICE TO BIDDERS
1. Sealed Bids for construction of a Wireless Communications Facility will be received by the Borough of Pine Hill on November 24, 2025 at 10:00 a.m. at which time the Bids will be publicly opened and read aloud at the Borough Municipal Building located at 45 West 7th Avenue, Pine Hill, New Jersey 08021.
2. The property where the Wireless Communications Facility is to be located is part of Lot 80, Lot 1, owned by the Borough and will be by a Lease to the successful bidder. The form of Lease is included with the Instructions to Bidders and Bid Specifications.
3. All Bids must either be hand delivered to the Municipal Building or sent by certified mail, return receipt requested, to the Municipal Building prior to the time and date when the Bids are to be opened. Mailed Bids sent to the Municipal Building are to be addressed to the Municipal Clerk, Borough of Pine Hill, 45 West 7th Avenue, Pine Hill, New Jersey 08021. These Bids will remain sealed until they are opened on November 24, 2025 at 10:00 a.m. Bids will not be received and opened after the specified time.
4. Each Proposal must state the name and address of the person, firm or corporation submitting the Bid. All Proposals shall be submitted in a sealed envelope marked “LEASE BID”.
5. The Borough Council and other officers and employees and its solicitor shall be the sole discretionary body for consideration or rejection of the Proposals.
6. The initial term of the Lease is five (5) years with four (4) five (5) year options. The minimum Lease rent is set at $24,000.00 the first year with a three (3%) increase each year thereafter.
7. A check in the amount of $1,500.00 payable to the Borough of Pine Hill shall be made with the submission of the Bid. The payment is non-refundable until an award is made by the Borough of Pine Hill for a Lease. Upon execution of a Lease all other deposits will be refunded.
8. Prospective bidders may inspect the property as set forth in the Instructions to Bidders and Bid Specifications.
9. Any Bid may be withdrawn prior to the above scheduled time for the opening of Bids or any authorized postponement thereof.
10. Bids received after time and date designated shall not be opened.
11. No bidder may withdraw a Bid for a period of 60 days after the actual date of the opening.
12. All bidders shall comply with the Instructions to Bidder and Bid Specifications and provide all the required forms set forth on the Bidder’s Checklist. Failure to do so will be considered a rejection of the Bid.
13. The successful bidder shall within 10 days after official acceptance of the Bid by the Mayor and Borough Council execute a Lease and deliver to the Borough Clerk for execution by the Borough.
14. The Borough reserves the right to reject all Bids where the highest bid is not accepted.
15. Bidders must conform with the requirements of P.L. 1975, c. 127 “Affirmative Action”.
