CONDENSED MINUTES Regular meeting of the Common Council of the City of Greenfield held at the Greenfield City Hall on Tuesday, November 4, 2025, at 7:00 p.m. Mayor Neitzke presiding; Ald. Drzewiecki, Bailey, Kastner, Saryan, Akers present. The following actions taken by Council: Approval of the October 21, 2025 Common Council minutes. Motion by Ald. Bailey, seconded by Ald. Saryan. Motion by Ald. Akers, seconded by Ald. Bailey to close the public hearing at 8:00 p.m. on the proposed 2026 Budget. Approve Resolution 4090 regarding the 2026 budget and adoption of a resolution levying property taxes. Motion by Ald. Kastner, seconded by Ald. Drzewiecki to approve as presented. Motion by Ald. Akers, seconded by Ald. Kastner to reconsider. Motion by Ald. Kastner, seconded by Ald. Drzewiecki to reaffirm. Claim received from Morgan Czaplewski. Referred to City Attorney. Approve applications for 2025-2026 operator licenses. Motion by Ald. Akers, seconded by Ald. Drzewiecki. Approve to transfer $5,000 from the PD Equipment Replacement account (CECOPS) into Capital Equipment account CE2506 (Marked/Unmarked Squads). Motion by Ald. Akers, seconded by Ald. Saryan. Adopt Ordinance 3094 establishing the 2026 Service Charges for the Collection of Garbage, Refuse, Yard Wastes and Recycling Services. Motion by Ald. Bailey, seconded by Ald. Akers. Approve to renew an agreement with Johns Disposal Service for Refuse, Recycling, and Yard Waste Disposal. Motion by Ald. Bailey, seconded by Ald. Drzewiecki. Approval of mileage reimbursements, $747.60; Approval of schedules of disbursements, $3,518,658.24; Accept Investments and Reinvestments for September 2025; and Accept September 2025 financial statements. Motion by Ald. Saryan, seconded by Ald. Bailey to approve agenda items K6-K9. Motion by Ald. Akers, seconded by Ald.
