LEGAL NOTICE
The following are summaries of ordinances and resolutions adopted by Canton City Council on Oct. 27, 2025. The complete text of the ordinances or resolutions may be obtained for 10 cents per page or viewed free at the office of the Clerk of Council in City Hall, 218 Cleve. Ave. S.W., Canton, Ohio 44702, during non holiday weekdays from 8:00 a.m. to 4:30 p.m.
Resolution No. 203/2025
The Mayor or Service Director is authorized to apply for a WPCLF loan for the Monument Rd. Sanitary Sewer Replacement, GP 1364 Project, sign all documents for and enter into a supplemental WPCLF with the Ohio EPA and the Ohio Water Development Authority for planning, design and/or construction of wastewater facilities on behalf of the city of Canton, Ohio. The dedicated source of repayment will be Sanitary Sewer Enterprise Funds. Adopted as an emergency.
Ordinance No. 204/2025
The Clerk of Council, pursuant to Chapter 947 of the Codified Ordinances and Chapters 701 and 743 of the Ohio Revised Code, is authorized to certify the list of unpaid and delinquent charges for board ups/clean ups/demolition services performed on behalf of the Building and Code Dept. attached as Ex. A of the ordinance, to the Stark County Auditor, to be entered upon the tax duplicate to be liens upon such lands from the date of entry and to be collected as other taxes and assessments. The Clerk of Council is authorized to delete any property owners’ names or adjust the dollar amounts owed, if applicable, prior to certification to the County Auditor provided that the Service Director, Safety Director or their designee provides documentation to do so. Adopted as an emergency.
Ordinance No. 205/2025
The Auditor is authorized to pay back any remaining cash balance in 5442 WRF Phosphorus Project to the 5410 Sewer Operating Fund. Appropriation Ord. No. 55/2025 is amended by making the supplemental appropriation of $751,493.61 from the Unappropriated Balance of 5442 WRF Phosphorus Project Fund, the inter-fund advance repayment of $500,000 from 5442 WRF Phosphorus Project Fund – Other Advance Out to 5410 Sewer Operating Fund – Advance In and the inter-fund transfer of $251,493.61 from 5442 WRF Phosphorus Project Fund – Other Transfer Out to 5410 Sewer Operating Fund – Transfer In. Adopted as an emergency.
Ordinance No. 206/2025
Various updates were made to the Canton Zoning Code to address prevalent issues in the city and to modernize the code to address issues that did not exist when the code was initially adopted.
Ordinance No. 207/2025
The Clerk of Council is authorized to certify unpaid and delinquent charges for services performed by and/or on behalf of the Canton Engineering Dept., Urban Forestry Division to be entered upon the tax duplicate for the subject properties listed on Ex. A of the ordinance as a lien upon such lands from the date of entry and to be collected as other taxes and assessments. The appropriate Official is authorized to delete any property owner’s names from the exhibit prior to certification provided the Service Director verifies receipt of payment or that the lien amounts were unjust or unwarranted. The Mayor or Service Director is authorized to waive certified lien amounts once they are either paid or the owner of the property provides sufficient proof that the lien amounts were unjust or unwarranted. Adopted as an emergency.
Ordinance No. 208/2025
The Clerk of Council, pursuant to Chapter 947 of the Codified Ordinances and Chapters 701 and 743 of the Ohio Revised Code, is authorized to certify the list of unpaid and delinquent charges for water, sanitation and sewer services attached as Ex. A of the ordinance, to the Stark County Auditor, to be entered upon the tax duplicate to be liens upon such lands from the date of entry and to be collected as other taxes and assessments. The Clerk of Council is authorized to delete any property owners’ names or adjust the dollar amounts owed, if applicable, prior to certification to the County Auditor provided that the Service Director or his designee provides documentation to do so. Adopted as an emergency.
