NOTICE OF PUBLIC HEARING INTENTION TO ADOPT AND SUMMARY OF ORDINANCE AMENDING THE RACCOON TOWNSHIP ZONING ORDINANCE   Notice is hereby given that the Supervisors of the Township of Raccoon, Beaver County, Pennsylvania, will conduct a public hearing on Tuesday, November 25, 2025, beginning at 6:00 p.m., at the Municipal Building, 1234 State Route 18, Aliquippa, Township of Raccoon, Beaver County, Pennsylvania 15001, to receive public comments in consideration of the adoption of a Battery Energy Storage System Ordinance to the Raccoon Township Zoning Ordinance found at Chapter 185 of its Code. The proposed amendment to said Ordinance by adding New Section 185-58.3, titled "Battery Energy Storage Systems (BESS)", allows for battery energy storage systems as a permitted use by right in the C-2 Highway Commercial Zoning District. Following the conclusion of the hearing, at 7:00 p.m., on the same date, the Supervisors will convene a public meeting at the aforesaid location at which it will consider adoption of the aforesaid amendment to the Zoning Ordinance.   Following is a summary of the proposed Ordinance:   Section 1: Policy; Purpose. Section 2: Scope; Applicability. Section 3: Definitions. Section 4: Permitting Requirements for Tier 1 Battery Energy Storage Systems (BESS). Section 5: General Requirements for Tier 2 Battery Energy Storage Systems (BESS). Section 6: Regulations Applicable to All Tier 2 Battery Energy Storage Systems (BESS). Section 7: Additional Permitting Requirements for Tier 2 Battery Energy Storage Systems (BESS). Section 8:Severability. Section 9: Repealer. Section 10: Effective Date   A copy of this proposed amendment to the Zoning Ordinance is available for public inspection during regular business hours at the office of the Township Secretary, Christy Piatkowski, and at the Beaver County Law Library, Courthouse, Beaver, Pennsylvania.
